There are many meaningless proposals every year. It is a waste of participatory resources and democratic opportunities to make efforts like this, considering how many pressing social problems and concerns are harassing the general public.
A keen insight into grassroots society is not something hard to come by, if the delegates can really get down to doing field research in a responsible way.
