End monopoly, protecttrain passengers

China Railway High-speed has allowed standing passengers. This goes against the railway department's promise of providing "flight class" services, and has prompted an article in Chengdu Business Daily to give a call for protecting passengers' rights. Excerpt:

Passengers pay more to travel on China Railway High-speed (CRH) trains because they offer faster and more comfortable journeys than regular trains. Of late, people have been paying more to even stand while traveling on CHR trains because it saves precious time during rush hours. But should standing passengers be made to pay the same price for the tickets?

Passengers pay for CRH trips not only because they are fast, but also because their services are of a superior quality. People who have to stand throughout a trip won't be as comfortable as those who have seats. To be fair, the railway department should reduce the fare for standing passengers.

In contrast to infringement of passengers' right to travel comfortably, the railways has been making the most of the changed situation. Since train travel is still the monopoly of the railway in China, passengers are too weak to fight for their rights.

So it is the duty of related departments to fix proper ticket prices for passengers who get a seat and those who don't. What's more, it is important for the system to undergo reform and infrastructure to be separated from operations. Only when monopoly is replaced by free competition can we expect real quality train services.
