Odd criteria for promotion

It is ridiculous for a police station in Hubei province to link a policemen's promotion with the catching of thieves, says an article on the website www.rednet.cn. The following is an excerpt: A police station in Daye, Hubei province, has reportedly required 61 male policemen due for promotion to solve at least one theft case before New Year's Day, or their promotion will be delayed. The police must protect members of the public, but the problem is they will be focusing more on their thief quota than on their other duties. Some may resort to unscrupulous behavior in order to fulfill the quota. Examples, hiring someone to be a thief as theft is only a minor crime, or bribing their superiors. Setting quotas on thief catching for promotion must not be tolerated.
