(I) Continue with water pollution control

1. Intensify integrated control of water pollution in plateau lakes, and the drainage basins of Jinsha, Lancang and Lujiang Rivers. Give priority to the Dianchi Lake.

2. List Dianchi lake pollution control into the national key river pollution control program for the 12th Five-year Plan, and intensify joint defense and control of pollutions in the urban economic circle in the central part of Yunnan province.

3. Speed up prevention and control of heavy metal pollution. Strengthen border river control, launch experiments with water ecological system protection and renovation, and enhance international cooperation in ecological and environment protection.

(II) Facilitate tackling the problems of sand and soil erosion and stony desertification

1. Continue with ecological construction projects for natural forest protection, yielding the land for forestry, small watershed comprehensive treatment, slope farmland reform, karst region grassland treatment, southern prairie development and utilization, and shelterbelt networks.

2. Carry out the ecological protection and soil and sand erosion treatment in the Jinsha, Lancang and Lujiang river areas.

3. Launch an all-round treatment of stony desertification in key counties (cities and districts), and implement projects for artificial afforestation, grass planting, and forest reservation. Carry out Hani terrace ecological environment protection and construction projects. Intensify mine ecological and geological environment protection.

(III) Strengthen biodiversity protection

1. Strengthen biodiversity protection with priority to the northwest and southwest of Yunnan province. Implement protection of endangered animals and plants and tiny population species. Raise the levels of protection zones with great potentials and protection values.

2. Set up biological corridors in crucial districts, and improve the natural protection zone system. Continue to invest in biodiversity and plateau wetland protection. Give priority to primary ecological systems, specific rare and endangered species, marshes and lakes.

3. Fully and systematically protect the Sichuan-Yunnan ecological function zones, and enhance investment in the protection of national nature reserves, national scenic spots, forest parks, important wetlands, key wild animal and plant parks, and Three Parallel Rivers world natural heritage site.

4. Enhance wild animal protection, and improve wild animal injury compensation mechanisms. Strengthen construction of the Southwest China germ plasm resources bank and ecological monitoring network systems. Set up a cross-border nature reserve coordination mechanism at border areas.

5. Promote construction of the forest and prairie fireproofing system, pest prevention and control system.

(IV) Promote the development of energy conservation, emissions reduction and recycling.

1. Continue to intensify support of energy conservation reform among the high energy consumption industries, and organize and implement projects favoring the people with energy conservation products.

2. Standardize management of all industrial parks, and promote clean production and concentrated treatment of pollution. Give priority to projects that aim to reduce emissions of main pollutants and greenhouse gases. Also focus on energy conservation, emission reduction and low-carbon projects.

3. Experiment with paid use of pollution discharge rights and pollution discharge transactions, and explore setting up a mechanism joining the transactions policy with total emissions reduction.

4. Construct key projects for the recycling industry, experiment with demonstration bases for comprehensive utilization of waste materials in major industrial sectors, promote the development of recycling economic industrial chain technologies, and extend preferential policies to recycling industries and projects with competitive resources and industrial features.

5. Establish preferential policies for recycling of waste materials, encourage comprehensive utilization of associated ores, tailings, and bulk industrial wastes. Promote standardized management of hazardous wastes.

6. Support Pu’er city in promoting the advantages of natural ecological and resources environments. Vigorously develop the recycling economy, the bio-industry, clean energy and forest industries, and entertainment vacation bases.
