A local aquatic engineer made headlines after obtaining 20,000 yuan ($3,222) in allowance from the State Council, or China’s cabinet, ptnet.cn reported.

Wang Yun, director of the Bureau of Aquaculture Technology Promotion, became the second Pingtan native to win the honor, following Wang Mingde, an engineer in wind power research, in 1992.

Wang Yun has been promoting aquaculture at grassroots levels for more than two decades. Both the production and output value of the industry in Pingtan have increased more than 30 percent compared with five years ago.

The State Council rolls out the special allowance to high-level technicians across the nation twice a year.
