Pingtan's cultural industry has fully embraced foreign investments in line with the 12th Five-Year Plan of Cultural Development in the Pingtan Comprehensive Pilot Zone launched in 2012, Pingtan Times reported.

The plan allowed Taiwan-based enterprises to enter Pingtan's cultural industry as sole proprietors and enjoy several preferential policies. "I Learn English School" and other educational institutions took off in Pingtan thanks to the new policies.

"I Learn English School" was founded in 2003 by Li Yalun, who was born in Taiwan and raised in the US, and two of his friends. It was a joint venture local enterprise. Thanks to the new policies, Li registered I Learn English Education Development Ltd in Pingtan, injecting the company with new momentum.

Last year, the school set up franchises in Shanghai, Zhengzhou and other cities. The student enrollment reached 2,000. "We will constantly improve our services and deliver better teaching methods," said Li Yalun.

"Last year's rapid growth should give credit to Pingtan's policies," he added.

Li hopes to set up three more schools in Shanghai in 2013 and introduce Taiwan's teaching methods to students in the Chinese mainland.
