To promote high-quality development in its four main areas, Changchun -- capital city of Northeast China's Jilin province -- is on the move. It is aiming to recruit and retain top talents through favorable policies and services, so as to stimulate the innovative and entrepreneurial vitality of its talents, which in turn will help drive the city's innovation and development.

In 2018 and 2019, the city's Jingyue High-tech Industrial Development Zone issued 2.82 million yuan ($420,462) in grants and subsidies to 165 top professionals to settle there. For senior management and technical personnel who made positive contributions to the zone, 4.1 million yuan of grants were handed out, benefiting 290 individuals.

The zone has also recruited people from universities, sending out officials to help them with such administrative issues as household registrations.

Leading enterprises in the zone could hire nearly 1,000 people a year and the zone's digital economy park will sign up nearly 10,000 professionals in the future.

Over the past few years, the Changchun New Area has selected 138 high-end talent projects at home and abroad. These had independent intellectual property rights, the innovation ability to reach advanced domestic and international levels, as well as great potential economic and social benefits. The area has given these talent projects more than 100 million yuan in financial support.

It has also built a channel for cooperation between businesses and colleges. At present, it supports and trains students from five colleges and universities in the province who are willing to work in the zone's enterprises.

With the help of policies, enterprises in the area can better participate in the teaching and training of college students and attract more high-quality graduates into the area for employment and entrepreneurial endeavors.
