Jilin releases guideline on social insurance, poverty alleviation

Recently, the Department of Human Resources and Social Security, the Department of Finance and the Bureau of Civil Affairs and the Poverty Alleviation Office of Jilin province jointly released the Guideline on the Implementation of Social Insurance and Poverty Alleviation which focuses on four major aspects.

Social insurance for the poor

Local governments shall pay social insurance (no less than the minimum pension) for those with living difficulties but willing to be involved in the basic pension systems including poverty population with social insurance card and archives, people living on minimum subsistence allowances and extremely poor people.

These people can still enjoy the minimum payment level when the standard gets lifted.

For the poor people aged 60 or above who already have poverty identification card and archives but have not been involved in and need to make a supplementary payment for the social insurance, local governments shall pay them supplementary insurance fees (no less than the minimum pension).

Local governments, if possible, can provide once-for-all-subsidy (paid by month) for the poor people aged 60 or above who already have the card for archives and have been involved in social insurance. Basic pension will not be included into family income when identifying poverty alleviation and social allowance targets during the period of the 13th Five Year Plan(2016-20).

Medical insurance for poor people suffering from diseases

The policy of the subsidy for poor people involved in medical insurance system shall be implemented and their subsidy standards shall be set.

Labor and law enforcement supervision shall be improved to ensure migrant workers are involved into the medical insurance system.

The medical expenses generated in institutional delivery shall be reduced and repaid under the same proportion as that in the residential hospitalization expenses.

Twenty new medical rehabilitation programs will be involved in the basic medical insurance to support recovery of the poor disabled people.

To improve the accuracy of poverty alleviation of serious illness insurance, the starting standard pay will be lowered by 40 percent for poor people living in urban areas.

People having chronic diseases and serious illnesses can pay per diem and enjoy the same personal payment proportion of the expense as in the local hospital when transferring to another hospital.

Treatment for diseases that heavily affect poor people will only charge deductible expense each time and medical expense will be charged according to the disease category.

A medicine coordination system shall be built to facilitate and reduce the medical burden of patients involved in the insurance.

"Green channel" for the industrial injuries

For those suffering from workplace injuries and pneumoconiosis, relative drugs shall be involved into the categories of medicine for workplace injuries and medical treatment shall be involved into the scope of work injury insurance fund.

Also, a "green channel" for workplace injury identification shall be built.

Labor relationship shall be clarified for the migrant workers who have not signed the labor contract according to the information from the real name system, the payment certificate or the record, the work permit, the attendance record and so on.

Affirmation shall be made within five days for workplace injury cases with no disputes and investigation work shall be launched within 48 hours from when the injury case is reported.

Insurance fee rates shall be lowered in the industries absorbing many poor people by making full use of floating rate policy. The fees to prevent workplace injury shall focus more on poor people in order to reduce the incidences of work injury.

The work injury insurance agency will pay the payment first for the poor workforces who have to pay in advance.

Unemployment insurance

Adjustment shall be made in the unemployment insurance treatment mechanism and the subsidy for unemployed people shall be gradually improved.

Policies related to farmers and contract workers involved into unemployment insurance system shall be improved to ensure that they can enjoy the benefits of the system.

Also, the social assistance and insurance allowance shall be adjusted by prices depending on the province.
