At 9 pm in Yingzhou District in the city of Fuyang, a sports utility vehicle hit a woman on Shuangqing Road, but did not stop, a spokesman with the city government said.

"Its driver turned off the headlights and drove on," he said.

The vehicle hit 10 more pedestrians before it crashed into a heavy truck, the spokesman said.

The driver, 33-year-old Dong Fei, from Niqiu township in Taihe County, was injured in the collision.

Police reported that Dong had been drinking.

He was under police surveillance while being treated at hospital.

Two victims died in hospital around midnight and two others were in critical condition.

Police are investigating the cause of the accident.
