China releases new rules for detention centers

BEIJING: Detention centers across the country are to adopt new rules of management by the end of 2011, according to a circular issued by China's Ministry of Public Security (MPS).

The document, which was posted on the ministry's official website on Monday, said that under the new rules centers would focus on rehabilitating offenders "through education as well as discipline."

The new rules promote civilized law enforcement, safe and orderly supervision, diversified forms of education and sound protection of the rights and interests of the detainees.

In addition, the circular stated that authorities should improve the transparency of the detention centers as well as upgrade their facilities.
