Gu Weizhong, the managing director of the association, said during a group discussion held by the provincial Political Consultative Conference that citizens do not need to worry about cell phone services being suspended for sending a message containing just one dirty joke.

"Assuring people's freedom of communication and examining lewd messages are two quite different things. Messages containing lewd content will be checked by techniques. Only one dirty joke will not lead to the suspension of cell phone service," Gu said.

According to another official of the association, officials will cut off the services of cell phones that group more than 300 lewd messages. An investigation will take place, and bans will only come into force after confirmation of the group "sextings".
