Qualified farmers and factory workers from the grassroots are to be hired as civil servants in Chinese government departments, Xinhua news agency reported today.

"Chinese governments of all levels will accept more personnel with at least two years working experiences," Yin Weimin, the minister of Human Resources and Social Security said at a meeting.

A total of 120,000 were employed as civil servants of China in 2009, with sixty percent being newcomers of provincial level government having work experience. The policy will encourage more graduates to work from the grassroots, the report said.
