There are 74 schools of higher learning in the province, including 7 vocational colleges under preparation. In 2005, there are 9,577 postgraduates enrolled, 25,637 on campus and 5,558 graduated, as well as 215.4 thousand undergraduates enrolled, 651.3 thousand on campus and 133.1 thousand graduated. For students sitting for College Entrance Examination, 71.4% were admitted by schools of higher learning, with a drop of 5.2 per cent than last year and the gross college entry rate reached 34 per cent, with an increase of 4 per cent than last year. In addition, all kinds of secondary vocational schools enroll 264.5 thousand students every year, 732.8 thousand on campus and 218.8 thousand graduated.

In 2005, there was RMB 30 billion spent on the scientific and technical activities, with a rise of 23.1 per cent than last year, occupying 2.25 per cent of the provincial GDP, 0.16 per cent rise than last year. RMB 14.4 billion was spent on R&D, occupying 1.08 per cent of the provincial GDP, with a rise of 0.09 per cent than last year. RMB 4.47 billion on scientific and technological activities was allotted from the local finance with an increase of 30 per cent over that of last year. The fund allotted for science and technology accounts for 3.53 per cent of the total local finance expenses this year. The number last year was 3.24 per cent. By the end of last year, there had been 3.9 million talents of all levels (including those with above technical secondary school education, or with junior and over professional titles), with an increase of 15.8 per cent over last year. Talent per every ten thousand population increased from 701 last year to 796 in 2005.
