The new 'home purchase limit' list will be released as early as the end of August, China Securities Journal reported Tuesday.
The Ministry of Housing and Urban-Rural Development is drafting a new regulatory policy for the real estate market. The new policy aims to address the issue of rising housing prices in second and third-tier cities.
An unnamed authoritative source predicted that more than 30 second and third-tier cities may be included in the list for the 'home purchase limit', which may be met with reluctance from local governments. Some cities where the 'home price limit' is already implemented may also be included in the 'home purchase limit' list, the report said.
The Ministry will base the new policy on real estate market statistics and results from its own monitoring system. Cities where the price of newly-built homes are comparatively high or approach the year control target will most likely be included in the list.
In July, of the 70 major sample cities, the ones that experienced property price increases of more than 0.4 percent when measured against June's figures were cities that did not restrict home purchases, according to the National Bureau of Statistics.
Chongqing municipality, where property tax pilot program was launched in June, and another 15 cities not on the list experienced new home price increases of more than 5 percent year-on-year, analysts said. These cities may need to implement the 'home purchase limit' in the future.
