UN nuclear watchdog Monday confirms Iran has notified it of plans to start higher-grade uranium enrichment.

French president Nicolas Sarkozy and US defence secretary Robert Gates agreed that Iran should face "strong sanctions" over its nuclear program, a French official said following a meeting between the two men.

Sarkozy and Gates met for almost an hour, with Iran one of the main points on their agenda.

"They agreed that it was time to adopt strong sanctions (against Iran), in the hope of restarting negotiations," the French official said, declining to be named.
