The 12th plenary session of the 12th CPC Xiamen Siming District Committee was held on Aug 21. During the session, the committee reviewed and discussed the district's work report and examined the action plan to foster technological innovation and drive high-quality development in the district.
The action plan targets 300 state-level high-tech enterprises above designated size and 100 billion yuan ($14.87 billion) in smart economy output by 2030. By 2035, it envisions a complete innovation ecosystem that supports original R&D, industry upgrades, enterprise growth, and talent-resource aggregation, reinforcing Xiamen's efforts to become a national leader in innovation.

The plenary emphasized the need to stay focused on priority tasks and pursue innovation‑driven development with a clear strategy, using innovation to upgrade quality and efficiency and build a solid foundation for sustainable, high‑quality growth across all sectors of Siming.
This involves boosting high-quality research, fostering more innovative companies, and developing advanced platforms to enhance the district's overall innovation ability. Additionally, it entails expanding the AI industry, upgrading the services sector, and transforming manufacturing to modernize the industrial system.
Broader international cooperation, exchanges with Taiwan, and regional coordination will help expand access to innovation resources. A first‑rate innovation ecosystem also depends on better integrating education, research, and talent development, increasing financial support, and creating more space for innovation.
