Chengdu Tianfu New Area plans on developing into an international modern new town giving first place to the modern manufacturing industry, while paying close attention to offering high-end services. It will build the area into an ideal place for business, trade and residency. The core functions may be summarized as “one gateway, two bases and two centers.”

Chengdu Tianfu New Area is a major component for opening the Chinese inland areas to Europe and other parts of Asia. It will develop into a channel and platform facilitating the exchange with western regions in economy, technologies, information and culture.

The core parts of the zone are the high-tech industrial base and high-end manufacturing base. The former one centers on electronic information and expands high-tech industries for new energy equipment manufacturing, new materials, and biological technologies. The latter one prioritizes automobile development and manufacturing while emphasizing high-end manufacturing of aerospace, engineering machinery, energy saving and environmental protection. The two bases have annual output values over one trillion yuan respectively.

The two centers refer to the west China high-end service center and the national independent innovation center. The former one comprises the finance business center, trade and logistics center, cultural convention and exhibition development center. The latter one will be developed into a national demonstration area for independent innovation and a world class innovation and technology park.

To this end, Chengdu Tianfu New Area puts forward a systematic and comprehensive objective. By 2030, it will accommodate 300 international agencies and headquarters, have 100 million passengers in the airport annually and make science and technology contribute 75 percent to the economic growth. It will also keep high-end industrial added values at 550 billion yuan, urban per capita housing at 35 square meters, per capita public green space at 15 square meters, and urban and rural resident incomes at 2:1.
