In a bid to implement the State Tobacco Monopoly Bureau's Suggestions on Carrying Forward "Two Tasks" and the Hubei Site Meeting on Comprehensive Pilot Programs, Hubei China Tobacco Industry Co, Ltd has made great achievements in improving mechanisms and laying stress on the management of key links.
The development of mechanisms has been steadily carried forward. "Stringent requirements, pragmatic work as well as a strict accountability system" have been implemented. The monitoring center and bidding management center have been established; and Measures on Material Procurement, Publicity, Sales Promotion and Incorruptible Style Supervision and Three Responsibilities of Work Commission has been revised. The Incorruptible Style Supervision Records on Purchase via Bid and suggestions on Open Administration and Collective Decision Making have been formulated. Additionally, the auxiliary systems such as Measures on Publicity and Sales Promotion and Implementing Scheme on the Purchase of Tobacco Materials have been improved. This was done in order to guarantee that laws and regulations are available for the overall process supervision of the "two tasks".
Secondly, information support has produced a marked effect. In a bid to realize "standardized implementation, project e-filing, whole-process management on open information and automatic supervision", special teams have been set up and the development of an information platform for the "two tasks" has been strengthened. Specifically, the "9 in 1" information management platform with corporate characteristics has been developed, which provides informational support for the programization, automation and trace management of "two tasks". The seven management systems are: contract audit, materials procurement, investment, project supervision, capital supervision, components for tobacco machine and enterprise management, as well as Intranet and Extranet.
Thirdly, open tendering has achieved remarkable results. The standardized management on project investment, materials procurement, and publicity and sales promotion has been carried forward. In addition, procurement will be made in line with relevant regulations and procedures, so as to receive worthwhile tenders. In 2011, there were 137 project contracts and 78.12 percent of the total investments were accounted for via open tendering. The annual tendering for tobacco materials, excluding materials dispensed by the State Tobacco Monopoly Bureau and supplies from multiplex enterprises and imported materials, accounted for 99.7 percent of the total amount of procurement. By banning purchasing from its own multiplex enterprises, the open tendering for 25 varieties under a publicity and sales promotion accounted for 93.6 percent of the total amount of procurement.
Fourthly, democratic management has proven to be effective. Open administration and democratic management have been enforced and the joint conference system of the ministers has been established. The Rules for Joint Conference of Ministers and Procedures for Joint Conference of Ministers are formulated and the democratic features including online disclosure have been widely applied. Thus, information about tendering, mechanism development, decision-making on "three importance one greatness" is readily available. Additionally, production operations, cadre appointments relevant to employees' interests, recruitment, and compensation and insurance can be disclosed. The employees' rights to know, rights of participation, rights of expression and right of supervision can be guaranteed.
