Ruzhou makes house safety emergency plan

In order to strengthen management and upgrade the ability to handle emergencies related to house safety, Ruzhou municipality recently approved a house safety emergency plan.

The plan mapped out work including house safety organization and direction, prevention and handling, pre-warning, emergency response and guarantee measures in accordance with general principles that require a prevention-oriented mindset, territorial responsibility, cooperation, coordination and hierarchical control.

It will be applied to handle all incidents, like houses collapsing and destroyed load-carrying structures that may threaten people’s property and safety. Meanwhile, the mentioned houses would be built on State-owned land in the planning area of Ruzhou.

Under this plan, a house safety alarm and information connection system will be built. Ruzhou will release the alarming telephone number to the public, in addition to other emergency telephone numbers like the mayor’s hotline, 110 for police and 120 for first aid, in order to form a coordinated emergency response.

The plan also required the construction of professional house safety emergency rescue teams. The team will have no less than 30 members for the Ruzhou municipal bureau of housing and urban-rural development. The number will be no less than 10 in other governmental organs. In the plan, the house safety warning was divided into four grades, from common to extra serious, and the emergency response headquarters at county and municipal levels will give corresponding measures according to grades.
