Ruzhou makes progress in personnel training in 2012

Ruzhou achieved good results in personnel training in 2012. Ruzhou's fixed investments in 2012 totaled 16.3 billion yuan ($2.6 billion), an increase of 23 percent year-on-year; GDP reached 30.9 billion yuan ($5 billion), an increase of 10.5 percent; local fiscal revenue totaled 1.6 billion yuan ($26 million), an increase of 23.5 percent; urban per capita disposable income was 17,462 yuan ($2,808), an increase of 13.2 percent; and rural per capita net income was 8,989 yuan ($1,445), an increase of 15.5 percent.

New breakthroughs have been made in policy. First, Ruzhou carried out a medium and long-term talent development plan establishing general principles for personnel training in the next period. Second, the city built a personnel training responsibility system. Leading talent development institutions and their responsibilities were clarified. Responsibility mechanisms and personnel working institutions were established.

New enhancements were made in macro-management. First, Ruzhou established a personnel training ing conference. Every unit carefully learned the conference spirit and made plans to reach their targets. Second, the city organized survey work assessing 2012 talent demand, providing information to better understand and make decisions regarding talent development. Third, the city carried out a survey of 2011’s talent cultivation efforts and supervised talent cultivation in 2012, creating institutional and scientific standards for personnel training . Fourth, the city created a registry for talent engaged in propaganda work. A talent information database was set up to provide first hand information for policy-making. Fifth, the city solicited evaluation opinions for Ruzhou’s 2012 personnel training responsibilities to enhance the level of personnel training by utilizing incentives. Sixth, Ruzhou renovated talent supervisory mechanisms. Party and government leadership structures were optimized and to enhance cohesiveness. Seventh, Ruzhou improved talent selection and management advice.

The city also created new planning and coordination measures. First, Ruzhou organized 10 related units and departments to gather opinions for propaganda talent team construction. Second, 15 units and 20 villages and towns were organized to raise opinions for agricultural talent and rural practical talent team construction. Third, Ruzhou launched the Second Selection of Youth Science and Technology Experts. The activity cited 20 youth experts and 17 advanced science and technology workers. Fourth, Ruzhou launched a selection activity for university graduates for rural medical and health institutions. Fifth, the city recruited 255 public institution workers. Sixth, relevant enterprises participated in the Fourth Huahe Forum for the introduction of talents.

Service work has also been improved. First, excellent intellectuals and talent delegates were visited on important holidays. Second, the government provided subsidies for experts at all levels. Third, 46 people attended an expert and talent symposium, creating an atmosphere that supported intellectuals and higher-learning. Fourth, the government increased talent publicity. Fifth, the city strengthened talent investigation and surveys to solve new problems in talent work. Seventh, the government further completed personnel career construction. Eighth, the city built a Ruzhou talent database. The database registered and recorded newly-introduced talent and those with honors at the city level or above.
