The Ruzhou-Luoyang Council for the Promotion of Economy and Trade was established in Jinling Hotel in Luoyang on Feb 2, 2013. Li Zhibin, former deputy director of the Henan Standing Committee of the People's Congress, attended the establishing ceremony with other leaders.

The Ruzhou-Luoyang Council for the Promotion of Economy and Trade was initiated by various merchants from Ruzhou and Pingdingshan who operate businesses in Luoyang. It aims to accelerate cultural communication and development between Ruzhou and Luoyang.
