Culture is the soul of a city and also the power and source of a city's sustainable development. Ruzhou has been promoting cultural construction in recent years in the hopes of showing a new face through the harmonious development of culture, economy and society.

Ruzhou is devoted to developing unique culture industry cluster districts and to creating cultural brands with Ruzhou characteristics. The city also hopes to develop a competitive culture industry. It seeks to use culture as a driving force to change its economic development model and as a pillar for national economic development.

To enrich cultural life, the city library has invested hundreds of thousands of yuan to expand the newsroom and increase book holdings. Roughly 3,000 books were recently purchased. All public facilities were made free to citizens after reconstruction. Cultural facilities like the sports center, youth center and veteran cadre activity center are currently undergoing construction.

Ruzhou has received 9.1 million yuan ($1.46 million) in supporting funds and has built 457 farmer’s bookstores. A city cultural information-sharing project was financed with 800,000 yuan and has been put into use. Roughly 437 village cultural information service networks have been built, which were welcomed by citizens. Rural cultural life has been enriched and cultural quality has been enhanced.

In an effort to further enrich cultural life, Ruzhou has been organizing square cultural activities for four years. The city has sponsored over 200 performances, directly benefiting more than 200,000 people. According to the requirements of the provincial cultural department and finance department, Ruzhou brought 252 performances to farmers last year. Film companies have also traveled deep into the countryside to host over 5,000 film screenings each year. The various square cultural activities have been deeply welcomed by the people.

Ruzhou actively encourages professionals and amateur art lovers to create excellent literature and artwork reflecting real life. More energy and time has been given to the construction of art teams and art education to further develop creative expression. Because of the influence and promotion of cultural policies, artist quality and resident living standards have been greatly improved.
