The festival was held to promote the local rose industry and publicize rural tourism, especially local eco-tourism. It was held by the management committee of Lanzhou New District and the government of Zhongchuan township.

According to the organizers, Lanzhou New District has an area of 4,000 hectares of rose land and leads the country in that regard. The district has based its specialized agricultural industry on rose, peony and sunflower plantations. Local agricultural secondary products such as various flower oils have found success abroad.
