Strengthening organization and leadership

The Gansu government has been promoting government information disclosure as an important part of constructing a service-oriented, law-based, responsible, efficient and clean government.

As a part of the effort, the Interim Procedures of Gansu Provincial Government Information Disclosure Work Responsibility Accountability define the scope, situation and modes of accountability, which further promote the normalization, institutionalization and legalization of government information disclosure. Gansu’s cities, including Lanzhou, Jiuquan and Baiyin, have carried out assessment methods for government information disclosure. Meanwhile, the assessment mechanism for information disclosure was established by Tianshui, Jinchang and Zhangye, which lists government information disclosure in the scope of government target responsibility assessment.

Gansu attaches importance to improving working mechanisms. In accordance with the Gansu Provincial People’s Government Office’s Notice on Reviewing Confidential Documents and Determining Property of Government Information Disclosure, the Gansu government defines work responsibilities and standardized procedures of reviewing confidential documents and property of government information disclosure.

In order to strengthen supervision and inspection, field research was carried out throughout the province to identify and solve problems related to government information disclosure.

Gansu has carried out online supervision to randomly inspect the publicity of government information on websites, intensifying guidance, coordination and promotion of government information disclosure. Improving the disclosure of information across major fields.

In accordance with the national government information disclosure television and telephone conference and the General Office of the State Council’s Notice on Printing and Distributing 2012 Government Information Disclosure Key Work Arrangement, Gansu has drawn out an implementation plan to promote information disclosure that defines the work focus and responsibilities.

Gansu is promoting the financial budget and outcome disclosure. There are 14 cities and prefectures that have disclosed the annual budgets.

Information regarding indemnificatory housing construction is part of the government disclosure system. The housing and urban and rural construction department added special columns on its website to release information regarding housing security and the renovation and construction market of old rural homes.

Environmental protection departments have intensified information disclosures of environment quality, environmental protection permissions and environmental law enforcement. The information, including water quality, urban acoustic environment and air environment, were publicized regularly.

In order to implement the disclosure system of government investment projects, the development and reform department set a construction project disclosure column for information about project names, construction units, construction scale and investment amount, making project information disclosure a part of daily government work.

Under social supervision, the security supervision department released emergency rescue and accident disposition information so as to intensify the disclosure of information related to production safety accidents.

As a part of the disclosure system, price and charge information, including electricity prices, medical care prices and infrastructure charges, are publicized by the development and reform department in response to citizen’s concerns.

Expanding disclosure channels

With the revision of the official website, Gansu has optimized its government information disclosure platform. New columns, including a hot information disclosure column and message and complaint column, were added on the website. Moreover, hotlines for city and lower-level heads were opened to expand channels for public opinion.

Gansu has upgraded the provincial government administrative service hall, settling 26 provincial departments in the hall. A total of 416 administrative approval instructions have established revised and electronic touch screens, announcement screens and short message platforms to optimize administrative approvals.

The government strengthened connections with Gansu’s major media outlets including the People’s Daily Gansu branch, Xinhua News Agency Gansu branch and Gansu Daily to release development strategies and major decisions and plans of the provincial Party Committee and provincial government.

Gansu opened an “administrative hall” on its micro blog, which was well received by the public. A total of 17 provincial departments and 14 cities and prefectures are running their micro blogs in response.
