Two-way distribution empowers island grid material support
To advance the lean, end-to-end management of power materials across island regions, State Grid Zhoushan Power Supply Co (State Grid Zhoushan) has pioneered a new two-way distribution model featuring forward delivery and reverse recovery. The company has established an integrated material service system that enhances material support capabilities for island power grids, providing a foundation for power transmission and transformation projects and emergency repair assurance.
Island regions present unique challenges for grid construction and operation and maintenance, characterized by urgent material needs, high delivery frequency, and significant logistical complexity. Tailoring its approach to distribution network project requirements, State Grid Zhoushan has strengthened cross-departmental collaboration, engaging with key project milestones early to assess material demands and schedule deliveries, ensuring that material supply aligns with construction progress.
The company has also established a disaster early-warning and coordinated response mechanism, pre-positioning critical emergency materials, such as transformers and power cables, in dedicated warehouses. This enables rapid cross-regional emergency allocation and distribution, ensuring urgent repair missions can be carried out in a timely manner.
The proactive delivery service for newly procured materials has been operating reliably for eight years, processing an average of 1,000 transactions annually with a total delivery value of 30 million yuan ($4.1 million). This has supported the orderly advancement of island grid construction, routine operation and maintenance, and emergency supply assurance.
In 2026, State Grid Zhoushan has been further extending the material management chain by introducing a proactive recovery service for scrapped materials, closing the loop in material management. The service employs dedicated personnel and vehicles in a direct-transfer model. Materials are handled by category with clearly defined recovery and disposal pathways.
Focusing on recovery and disposal risks, the company controls equipment integrity, classification accuracy, valuation reasonableness, and approval consistency, ensuring full-process compliance and security in material disposal. Furthermore, core positions have been refined with clearly delineated responsibilities, driving the scrapped material recovery process toward greater efficiency and standardization.
State Grid Zhoushan will continue to deepen its two-way coordinated distribution mechanism. By eliminating bottlenecks in material circulation, the company aims to achieve transparent, full-process management of physical material flows. Through a lean and efficient logistics support system, it will continue to ensure the safe and stable operation of island power grids.
