Jiaxing boosts low-carbon transition with government-enterprise collaboration
Jiaxing in Zhejiang province is accelerating low-carbon transformation in the power industry through innovative carbon services and close collaboration between government and businesses.
State Grid Jiaxing Power Supply Company and carbon verification experts from Ti Testing & Certification (Shanghai) issued a carbon footprint report on April 14 for a pipe protection product made by Zhejiang Yixiang New Materials Technology.
The company is now expanding such verification processes to cables and switchgear, supporting greener development across the power equipment sector.
As global emission controls tighten, China is advancing a policy framework covering regional carbon assessment, industry regulation, corporate management, and product carbon accounting. The energy sector, a key focus for emission cuts, is moving toward smarter, cleaner systems.
State Grid Jiaxing and local governments launched China's first government-led, grid-supported one-stop carbon footprint service platform in April 2025. It offers policy services, business matchmaking, information disclosure, and digital accounting tools.
Using the platform, the company has managed to refine carbon accounting by breaking annual emission factors down into hourly city-level data, allowing for more accurate tracking of power-related emissions.
By July 2025, international certification body DNV had completed verification of a time-based carbon footprint report for a Jiaxing manufacturer — the first time a Chinese product carbon report based on time-specific electricity emission factors has received such recognition.
The company also performed industry-level carbon calculations. Working with government and industry partners, it analyzed 55 photovoltaic enterprises in Jiaxing and derived average carbon footprint factors for six major PV module types.
The results showed emission factors 36.4 percent lower than international database records for similar products.
Looking ahead, State Grid Jiaxing will focus on carbon management across products, enterprises, industries, and industrial parks.
Plans include time-based carbon labeling for local specialty products, refined accounting for major energy users like Jinko Solar, and support for high-energy-consuming firms under the "8+4" program. It will also conduct carbon footprint accounting in key local sectors such as textiles, hydrogen energy, and data centers.
Additionally, the company will build local carbon factor databases and a time-based electricity carbon factor system, alongside the country's first vehicle-to-grid carbon-inclusive asset based on time-specific factors — enabling carbon asset trading.
A pilot project in Jianshan town, Haining — a county-level city in Jiaxing — will develop the nation's first refined carbon monitoring industrial park. Through these efforts, Jiaxing aims to become a model for "dual carbon" governance and green development.
