At the China Park Near-Zero Carbon Green Transformation Seminar recently held in Beijing, Jiangning Development Zone in Nanjing, Jiangsu province was included as the only exemplary case from the eastern region in the Zero-Carbon Park White Paper released by the Green Development Alliance of National Economic and Technological Development Zones.

Since the beginning of this year, focusing on "energy decarbonization, industrial greening, and management digitization", State Grid Nanjing Power Supply Company has developed a comprehensive, multi-dimensional zero-carbon service system for Jiangning Development Zone. This includes completing a diagnostic report on the park's energy efficiency and carbon emissions, forming an expert team on electricity and carbon, creating tailored carbon reduction plans for individual enterprises, providing full-spectrum energy-saving and carbon reduction planning, jointly formulating the Implementation Plan for Zero-Carbon Park Construction in Jiangning Development Zone (2025–30), and offering green channel services such as green electricity trading and power access for key projects.

"This year, in response to the needs of enterprises in the park, we collaborated with Jiangning Development Zone to establish the city's first park-level green electricity and green certificate service station, extending green electricity trading services right to the doorstep of enterprises," said Yang Nan, deputy director of the marketing service center of State Grid Nanjing. Since the beginning of this year, green electricity transactions in Jiangning Development Zone have reached 235 million kilowatt-hours, a year-on-year increase of 116 percent.

With the professional planning support from State Grid Nanjing, Jiangning Development Zone has achieved breakthroughs on multiple fronts, making major strides and yielding substantial results in zero-carbon transformation. The innovative smart management and control platform for the electricity-carbon coordinated virtual power plant, which integrates distributed photovoltaic power, energy storage, and flexible load resources, has been selected as a national green and low-carbon advanced technology demonstration project, providing critical technical support for the construction of a new power system.

"We promoted differentiated zero-carbon practices in six areas, including the Airport Area and Jiulonghu Headquarters Park. By releasing investment attraction lists for real-world applications, we effectively stimulated market vitality, creating a dynamic environment for multi-sector collaborative carbon reduction," said Wang Hailong, deputy director of the economic development bureau of Jiangning Development Zone.

Institutional innovation has also provided solid and robust support. The park took the lead in introducing the Measures to Promote Green and Low-Carbon Development, launched Nanjing's first park-level carbon footprint public service platform, released the first batch of park environmental, social and governance (ESG) reports in China, and established a technology-industry-institution tripartite zero-carbon development ecosystem.

Since the beginning of this year, the installed capacity of distributed photovoltaic power and energy storage in the park has increased by 40 percent compared to last year, while the proportion of renewable energy consumption has risen to 13 percent, marking a major step forward for the park in its zero-carbon transformation efforts.
