Hengshan Gas in Jiande, Hangzhou, Zhejiang province, recently praised the local power supply company after its 10,500 kVA installation went into operation.
Several other key capacity expansion projects were also completed around the same time, enabled by a "Project Manager" system that streamlines procedures and accelerates delivery.
State Grid Hangzhou Power Supply Company assigns each major project a dedicated manager — both contact person and full-process coordinator — who tailors supply plans based on site conditions and coordinates planning, construction, and approvals.
Progress is tracked daily online and coordinated weekly on-site. In the Hengshan Gas project, the manager adjusted the plan to connect temporary and permanent power early, cutting construction time by 90 days.
Hangzhou has also introduced a joint-approval model. Power services are now included in the government's project "master list", enabling simultaneous processing of land, planning, and grid access. One submission at the government hall suffices, and managers retrieve data via a shared platform. This reduced average approval times by 30 percent, with the Hengshan Gas project alone cutting six working days.
To lower costs, temporary facilities are built to permanent standards and reused after commissioning. Transparent cost breakdowns are also provided. For Hengshan Gas, this cut power-related costs by 10 percent.
"Before, we had to visit multiple departments. Now, the project manager handles everything and is always reachable — it's a huge relief," said a representative of Hengshan Gas.
State Grid Hangzhou will further refine this model and expand collaboration to better match services with enterprise needs.
