Empowering those with disabilities through integrated development
In an innovative approach to empowering individuals with disabilities, Xiajin county has been actively fostering an integrated development model encompassing medical care, education, healthcare, and nurturing.
At the heart of this program is the Xiajin County Special Education School. Here, every Friday morning, children with disabilities engage in the meticulous art of porcelain engraving, transforming plates into unique, textured artworks under the guidance of their dedicated teachers.
"These children, our 'angels with broken wings,' are pursuing dreams as vibrant as any other child," said Yuan Jinghua, principal of Xiajin County Special Education School, emphasizing the school's dedication to fostering self-esteem, confidence, and independence through equitable, high-quality education.

The county's pioneering approach includes the establishment of a "Rehabilitation Hospital" within the school with an investment of over 2.8 million yuan ($394,130). The facility has transformed 30 rooms into specialized training spaces, offering a non-medical, rehabilitation-focused environment.
Moreover, Xiajin county has established a comprehensive 15-year free education system for people with disabilities, encompassing early childhood care, primary school, and vocational skills training. This system boasts impressive enrollment rates: 96.7 percent in preschool, 98 percent in compulsory education, and 95 percent in high school for certified individuals with disabilities.
In addition to educational advancements, Xiajin county provides rehabilitation assistance and medical reimbursements to over 510 children with disabilities.
Xiajin county's collaboration with several institutions of higher education further amplifies its impact. Establishing internship bases with institutions like Binzhou Medical University, Weifang University, and Yantai University, the county is not only nurturing talent in special vocational education but also helping more people with disabilities to realize their potentials and aspirations.
