To further advance the development of a "virtue credit" system, Qihe county in Shandong province has in recent years been exploring a long-term mechanism for the transfer of virtue credit points.
The county has formulated detailed virtue credit scoring rules that align with the region's actual situation. This internalizes conflicts and stimulates the endogenous power of villagers' autonomy, maximizing the willingness of local residents to participate in grassroots governance.

Centering on culture empowering rural revitalization, Qihe county integrates virtue credit with digital development, launching the "Village Gifts and Premium Products" online and physical sales platform. The county has also explored agricultural products with regional characteristics or local culture, creating "Qihe Village Gifts."
Through collaboration with the State-owned enterprise Qiyuan Group, the county engages in product distribution, with part of the profits contributing to activities organized by the New Era Civilization Practice Centers.
