Top-quality development eyed by Heze district
The Luxi New District in Heze city – located in East China's Shandong province – is widely said to have achieved high-quality development through its reforms and innovation.
The district has experienced sound economic growth, improved the quality of the city and boosted social services for its people.
So far this year, it has attracted projects with a total investment of 60.43 billion yuan ($8.47 billion).
The high-quality open economy is supported by key industrial projects in sectors such as pharmaceuticals, anti-cancer drugs and energy storage.
These sectors are reportedly becoming ever more competitive and emerging industries are growing due to continuous innovation and reforms.
The district has focused on attracting clusters of strategic emerging industries and high-end equipment manufacturing industries.
Moreover, improving the quality of life and the standard of living of residents is a priority of the district.
The collective economic income in villages has significantly increased and investments in education and healthcare have been made. The district has also created over 3,000 new jobs annually to promote stable employment.

Infrastructure projects – such as road and bridge construction – have been rolled out to enhance the functional quality.
