Your Excellency Prime Minister Narendra Modi,
Colleagues,

I thank Prime Minister Modi and the Indian government for hosting this meeting.

We meet at a time when changes unseen in a century are accelerating across the world. The Global South, with its collective rise, has become a key driver of world multipolarity. At the same time, the international landscape is volatile and fraught with risks and challenges. To bring stability to the world and make it a better place, BRICS countries must seize the historical initiative, rally the Global South, be an active, stabilizing and positive force in international affairs, and advance the well-being of all humanity.

A world without rules is like a crossroads without traffic lights, where chaos and disorder are all but guaranteed. Fairness and justice is a universal aspiration, and international rules must be written by all countries. The logic of "might makes right" does not hold, and should have been discarded long ago.

Global South countries should jointly defend the rule of law in international affairs, safeguard the basic norms of international relations including sovereign equality, noninterference in internal affairs, and the peaceful settlement of disputes, and ensure that international law and international rules are applied to all, free from double standards.

All countries, regardless of their size, strength or wealth, are equal members of the international community. Global South countries should hold high the banner of multilateralism, uphold the authority and role of the United Nations, support multilateral institutions in advancing reform and increasing efficiency, and ensure the equal participation of all countries in international affairs. We should see to it that the reform of the World Trade Organization proceeds in the right direction, uphold such principles as the most-favored-nation treatment, and actively explore new rules for the future. We should support the operation and development of the New Development Bank to facilitate Global South cooperation. The international financial architecture must be reformed and improved to increase the representation and voice of developing countries.

"To achieve great things, one should always put the people first." Global South countries should stay committed to a people-centered development philosophy and strive to deliver on the 2030 Agenda for Sustainable Development. Since China launched the Global Development Initiative five years ago, we have implemented over 2,000 projects in partnership with others, and provided training for more than 200,000 professionals, benefiting people in more than 120 countries. China is opening its door ever wider to the world. We have granted zero-tariff treatment for all the 53 African countries having diplomatic relations with China. We will continue to broaden independent and unilateral opening up, and share the opportunities of China's development with other countries.

As global challenges keep surfacing, we should adopt a holistic approach to address both the symptoms and root causes. Global South countries should jointly advance security governance and tackle both traditional and nontraditional security threats. We should improve global climate governance, and urge the full and effective implementation of the Paris Agreement. We should take a people-centered approach, develop AI for the positive and for good, and work faster to evolve a consensus-based global AI governance framework, so that new technologies can light the way toward shared prosperity.

Colleagues,

To accomplish great things and achieve major progress, the foundation of greater BRICS cooperation must be cemented. We should leverage our close ties with fellow emerging markets and Global South countries, uphold open cooperation for mutual benefit, safeguard stable and smooth industrial and supply chains, and foster a large integrated market. We should build incubators for innovation, upgrade traditional industries, develop emerging industries, and deploy future industries. To this end, I wish to put forward five initiatives:

First, the open source and inclusive AI initiative. China will be a pioneer in establishing a BRICS AI open source community, support the cooperation in developing and applying large language models, hold specialized AI seminars and training courses, and build an open ecosystem for AI.

Second, the trade and investment facilitation initiative. China proposes to establish a BRICS special economic zone partnership, under which countries can set up an intelligent portal, coordinate policies, and build a new frontier for open development. In an effort to cultivate new drivers of economic and trade cooperation, China will hold the BRICS Forum on Trade in Services next year. We welcome your active participation.

Third, the digital industry cooperation initiative. China will push for establishing a BRICS digital ecosystem cloud platform, and conduct digital skills training, technological exchange and industrial alignment, so as to jointly enable the development of the digital economy.

Fourth, the intelligent manufacturing cooperation initiative. China stands ready to assist fellow BRICS countries in building smart factories and developing standards and norms, and jointly promote manufacturing transformation and upgrading.

Fifth, the science and technology talent development initiative. China proposes to set up a BRICS engineer cultivation alliance for joint development of engineers and mutual recognition of competency standards. China will launch a BRICS youth exchange program for scientific and technological innovation, so as to cultivate more high-caliber talent.

This year marks the launch of China's 15th Five-Year Plan for economic and social development. It is both a blueprint for China's development and a cooperation list for the rest of the world. China will continue to advance high-quality development, expand high-standard opening up, implement the Global Development Initiative, and promote high-quality Belt and Road cooperation to share opportunities and prosper together with all countries. Let us work as one to promote greater BRICS cooperation and write a new chapter of strength through unity for the Global South!

It gives me great pleasure to join fellow members and partners of the SCO family in celebrating the 25th anniversary of our organization. I wish to thank President Zhaparov for his kind invitation and the thoughtful arrangements by the government of Kyrgyzstan.

The meeting today focuses on strengthening the role of the United Nations and building a multipolar world, and it demonstrates SCO's commitment to reforming and improving global governance as required by our times.

Currently, major changes unseen in a century are accelerating across the globe. Hegemonism, unilateralism and protectionism are resurging against historical trends. Nevertheless, the overwhelming majority of the world do not condone power politics, conflict and confrontation, or isolation and backwardness. What they want instead is to hold a place on the world stage through national development and international cooperation. In recent years, the rise of the Global South is driving a profound shift in the international balance of power. The trend toward a multipolar world is irreversible.

What kind of multipolarity does the world need? How are countries going to take part in and promote it? The international community should build consensus and make the right choice that can stand the test of practice and history. As a responsible major country, China advocates for an equal and orderly multipolar world.

Sovereign equality and mutual respect are fundamental principles. The history of the world is written by all nations. Multipolarity, independent choice of development paths, and greater democracy in international relations are the right way forward. We should ensure equal rights, equal opportunities and equal rules for all countries, regardless of their size, strength and wealth. As an important part of a multipolar world and a key driving force behind it, the Global South countries ought to have greater representation and voice in international affairs.

Balance, order and the rule of law are inherent requirements. The purposes and principles of the UN Charter set the basic norms of international relations, and serve as the bedrock of the postwar international order. We should promote the common values of humanity, reject double standards, exceptionalism, foreign interference, bullying and the law of the jungle, and advance the rule of law in international relations. Major countries in particular should take the lead in observing international norms and honoring the rule of law, and work together to tackle global challenges.

Multilateralism, dialogue and consultation are essential pathways. The domination of international affairs by a few is an injustice left over from history, and global governance dictated by one, a few or a bloc of countries is not true multilateralism. World affairs should be discussed by all, and international norms should be set by all. The authority and vitality of the UN need to be restored. Multilateral mechanisms, global and regional, should enhance their coordination and improve their efficiency.

Mutual benefit, win-win, and inclusiveness are the way forward for development. Countries are not isolated islands, but partners with intertwined interests and a shared future. Protectionism, decoupling and supply-chain disruption will lead nowhere. We should focus on the development agenda, uphold openness and cooperation, and bridge the digital and AI divides, so that technological revolution and development achievements can benefit all nations.

Colleagues,

After a 25-year journey, the SCO has successfully set a stellar example in conducting relations among big countries, among neighbors, and among countries of different sizes. It has successfully brought together half of the world's population and a quarter of the global economy, generating strong driving forces for development. A more united and vibrant SCO is fully capable of making greater contributions to an equal and orderly multipolar world.

First, we should advance common prosperity in the vast continent straddling Asia and Europe with the SCO Strength. Cooperation within the SCO has been fruitful in political, security, economic, trade, people-to-people and cultural domains, and our organization is now a key platform for Eurasian countries to jointly pursue development and tackle challenges. We should continue to leverage our strengths, unlock our potential, and connect the multiple growth poles across the continent through high-quality Belt and Road cooperation. We should empower each other, help each other succeed, and work together to create new opportunities and promote shared prosperity.

Second, we should promote the development and rise of the Global South through the SCO Wisdom. The organization takes root in the Global South, its heart beats with the Global South, and it is an important pillar of South-South cooperation. We should carry forward the Shanghai Spirit, strengthen and expand the SCO Plus partnerships, and jointly speak up for peace, foster synergy for development, build bridges for cooperation, and pave the way for win-win outcomes.

Third, we should guide the reform and improvement of global governance through the SCO Action. Our organization takes it as its mission and responsibility to make the global governance system more just and equitable. We should stay committed to building partnerships rather than alliances, and engaging in dialogue rather than confrontation. We should adhere to the principle of "planning together, building together and benefiting together" to encourage equal participation in global governance by all countries and ensure all will benefit from it.

In global governance, stagnation is regression. It is important that SCO member states and partners ride the trend of history and shoulder the responsibility of our times. Let us take the people-centered and action-oriented approach, jointly advocate an equal and orderly multipolar world, make global governance more just and equitable, and build a community with a shared future for humanity.

BISHKEK -- President Xi Jinping on Tuesday put forward a four-point proposal at the 26th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) in the Kyrgyz capital of Bishkek.

In his speech at the summit, Xi said this year marks the 25th founding anniversary of the SCO. He pointed out that 25 years ago, safeguarding sovereignty, security and development interests became a shared consensus among countries in the region in the face of the profound lessons of the Cold War, the real threat posed by the "three evil forces," as well as the strong aspirations of people in various countries for peace and development.

The SCO thus emerged, and the organization has increasingly demonstrated its strong vitality and dynamism, Xi added.

Over the past 25 years, the SCO has gone through an extraordinary journey, Xi said, noting that its most significant achievement has been its gradual transformation into a new type of regional cooperation organization that spans the largest geographical area, represents the largest population, and possesses enormous development potential in the world.

The SCO's most valuable spiritual asset is the pioneering proposal and steadfast adherence to the "Shanghai Spirit" of mutual trust, mutual benefit, equality, consultation, respect for the diversity of civilizations, and pursuit of common development, he said.

The SCO's most important experience for cooperation is that it has found the right way of coexistence featuring non-alliances, non-confrontation and not targeting any third party, while bringing countries in the region together to build a common home, he added.

Xi said that 25 years on, as profound changes unseen in a century are accelerating, the rivalry is intensifying between dialogue and confrontation, win-win cooperation and zero-sum games, and multilateralism and unilateralism, and the shadow of war continues to haunt the world.

At the crossroads concerning the future of humanity, the SCO should shoulder its historic responsibility and take the initiative in steering the course of history, he said.

Xi called on the SCO to stay committed to putting development first, and open up the prospects for shared prosperity.

The SCO, Xi said, should champion a universally beneficial and inclusive economic globalization, consolidate cooperation in traditional areas such as trade and investment, connectivity, energy and resources, and expand cooperation in emerging areas such as artificial intelligence, digital economy, green industry and green mining.

China sees the SCO as a priority area for the high-quality joint construction of the Belt and Road and implementation of the Global Development Initiative, and will continue to host events such as the SCO Digital Economy Forum and the SCO Agricultural Expo, Xi said.

China will also establish an international cooperation center on AI applications for SCO countries, set up a China-SCO port economy cooperation center in Tianjin, and jointly implement 100 technological cooperation projects with SCO countries over the next three years, Xi added.

Xi urged the SCO to stay committed to taking security as a key goal, and foster an environment of common security.

The SCO should coordinate to counter traditional and non-traditional security threats, combat the "three evil forces," transnational organized crime, drug trafficking and telecommunications fraud, strengthen cooperation on information security, bio-security and outer space security, and prevent external forces from interfering in the internal affairs, endangering political security and undermining regional stability, Xi noted.

Xi said China stands ready to work with all parties to act on the vision of a common, comprehensive, cooperative and sustainable security, and build the SCO into an important platform for implementing the Global Security Initiative.

China supports the early opening of the SCO's "four security centers" so as to enhance the capacity of member countries to address security threats and challenges, Xi said.

Xi also called on the grouping to put people first, and cement the foundation for everlasting friendship.

The SCO should take into account the characteristics of each member state's history, culture, social system and development stage, build cooperation networks between legislatures, political parties, schools, think tanks, enterprises and media, promote people-to-people exchanges, and inject vitality into the good-neighborliness and friendship among member states, he said.

China is willing to work with all parties to implement the Global Civilization Initiative, and supports a greater role of the SCO Good-Neighborliness, Friendship and Cooperation Commission and other organizations of friendly people-to-people exchanges, Xi said.

The Chinese side will set up a China-SCO basic education cooperation center, and continue to build bridges for exchanges and mutual learning as well as people-to-people connectivity through such programs as Confucius Institutes and Luban Workshops, he added.

Xi also urged the SCO to promote dialogue and consultation, and strive for more equitable and orderly governance.

He stressed that the SCO should always advocate that all countries, regardless of their size, are equal, and that regional affairs should be discussed by all countries to bridge differences and build consensus. The SCO should properly handle differences through dialogue and consultation, and meet common challenges through multilateral coordination.

China supports the SCO in setting an example in cooperation to implement the Global Governance Initiative, Xi said, calling for continued efforts to improve the SCO's operational mechanisms, and enhance the efficiency of its decision-making and execution.

More like-minded countries are welcome to become SCO partners to join the effort to improve regional and global governance, he said.

Xi stressed that China is ready to work with all parties to continue to uphold the banner of the "Shanghai Spirit," implement the SCO's development strategy for the next decade, strive for higher quality development, and make greater contributions to building a community with a shared future for humanity.

Leaders of member states fully affirmed the achievements the SCO has made in the past 25 years, and recognized that the SCO has provided important guarantee for regional security and prosperity and has become one of the cornerstones of global stability and economic development.

All parties expressed appreciation for China's important contribution to the organization's development as a founding member, and agreed to actively implement the strategic vision set out at the 2025 Tianjin summit, continue to uphold the Shanghai Spirit, promote institution-building, enhance political mutual trust, deepen cooperation in areas including trade, investment, science and technology, energy, finance, industrial and supply chains, and connectivity, strengthen people-to-people bonds, and jointly respond to new types of security challenges, with a view to writing a new chapter of lasting peace and common development.

In the face of a complex and volatile international situation, SCO member states should embrace solidarity and cooperation, enhance the influence of SCO, promote the building of a more just and equitable global governance system, and play a greater role in safeguarding peace, stability and prosperity in the region and beyond.

Leaders of the member states signed and issued the Bishkek Declaration, approved the protocol on amendments and additions to the SCO Charter, the regulations on the SCO Universal Center for Countering Security Challenges and Threats and the regulations on the SCO Anti-drug Center, and adopted 28 outcome documents covering such areas as security, economic and people-to-people cooperation, and organizational development.

The meeting decided that Pakistan will assume the rotating presidency of the SCO for 2026-2027.

Early autumn brings clear skies and crisp air. In this season of harvest, I will pay a state visit to Kyrgyzstan and attend the 26th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) at the invitation of President Sadyr Zhaparov. It will be my third visit to this beautiful land. I look forward to working with President Zhaparov to map out a new blueprint for China-Kyrgyzstan relations and make new progress in building an SCO community with a shared future.

This year marks the 35th anniversary of Kyrgyzstan's independence. On behalf of the Chinese government and people, I extend sincere congratulations and best wishes to the friendly people of Kyrgyzstan. We are truly delighted to see our friendly neighbor enjoy sustained political stability, economic growth, and social harmony.

China and Kyrgyzstan are good neighbors sharing weal and woe, good partners with a shared future, and good friends who help each other succeed. Our two countries share a long history of exchanges. The ancient Silk Road is a testimony to the long-standing friendship between the two peoples. In both countries, the stories of historical figures such as Zhang Qian, Xuanzang and Li Bai -- who had contributed to civilizational exchanges between China and Kyrgyzstan -- are still widely told.

Since the establishment of diplomatic relations, our two countries have always upheld mutual respect, good-neighborliness, mutual learning, and mutual benefit, and steadily deepened mutual trust and cooperation. Having stood the test of changing international circumstances, our bilateral ties have made historic leaps from good-neighborly relations to strategic partnership, and then to comprehensive strategic partnership for the new era, gaining fresh dynamism with each stage of development.

In February 2025, President Zhaparov and I reached important common understandings on further deepening the comprehensive strategic partnership for the new era and building a China-Kyrgyzstan community with a shared future defined by good-neighborliness, friendship and shared prosperity. The decision opened a new chapter of bilateral relations.

-- With mutual trust as our bedrock, we have given each other firm support. Both sides have consistently backed each other in safeguarding sovereignty, independence, and territorial integrity, and in adopting policies and measures for national development, thus setting a fine example of good-neighborliness and mutual success for neighboring countries. President Zhaparov and I met three times last year, and we have developed deep trust in each other, both professionally and personally. Together, we are steering China-Kyrgyzstan ties toward greater progress.

-- With mutual benefit as our driving force, we have delivered real benefits to our people. China and Kyrgyzstan have complementary economies and immense cooperation potential. Despite sluggish global growth, our business cooperation has continued to make steady progress. China has been Kyrgyzstan's largest trading partner and largest source of foreign investment for many years running. Chinese smart phones and electric vehicles have become trendy choices for Kyrgyz consumers, while more and more quality Kyrgyz farm products are making their way into Chinese kitchens. The two sides have worked together on a number of projects that deliver long-term benefits and real improvements to the lives of local communities. Construction on the Kyrgyz section of the China-Kyrgyzstan-Uzbekistan railway is advancing in full swing, the Bedel checkpoint has been temporarily opened prior to full operation, and direct flights between our two countries are growing. In short, a multimodal connectivity network is increasingly taking shape.

-- With heart-to-heart communication as our bridge, we have kept up vibrant exchanges and mutual learning. China has set up one Luban Workshop, four Confucius Institutes, and 21 Confucius Classrooms in Kyrgyzstan, making it easier for local people to acquire vocational skills and learn Chinese. China's "Brightness Journey of Lifeline Express" for cataract patients and traditional Chinese medicine center have brought the benefits of bilateral medical and health cooperation to more people in Kyrgyzstan. The two sides have signed an agreement to set up cultural centers in each other's countries, held cultural days, film festivals, and art festivals, and worked together to protect and promote world intangible cultural heritage like the Manas epic, bringing the charm of each culture closer to the other's people. Two-way visits exceeded 400,000 last year, and 30 pairs of sister provinces and cities enjoy close ties, cementing the foundation for lasting friendship.

-- With justice on our side, we have jointly navigated risks and challenges. Linked by mountains and rivers and bound by shared security, China and Kyrgyzstan are staunch defenders of regional security and stability. As founding members of the SCO as well as Global South countries, we share similar positions on upholding international fairness and justice and promoting open, inclusive development. Amid changing and volatile international and regional landscapes, we coordinate closely in multilateral frameworks, actively support each other's major initiatives, and jointly advance an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization.

This year marks the 105th anniversary of the founding of the Communist Party of China (CPC) and the launch of China's 15th Five-Year Plan for economic and social development. Under the strong leadership of the CPC, the Chinese people are striding forward confidently and resolutely toward the ambitious goal of building a great modern socialist country in all respects and realizing the great rejuvenation of the Chinese nation. The people of Kyrgyzstan are implementing the country's National Development Program until 2030 and making all-out efforts to build a "New Kyrgyzstan." At this new starting point, the two sides should make steady progress toward building the China-Kyrgyzstan community with a shared future to bring more benefits to the two peoples and contribute even more to regional and world peace, stability, and prosperity.

We need to solidify good-neighborliness and friendship. The Chinese people like to say that good neighbors wish each other well, just as loved ones do. China and Kyrgyzstan should always support each other's development, maintain the sound momentum of high-level exchanges and multitiered cooperation, better synergize development strategies, and deepen experience sharing on governance, to provide a solid foundation for each other's development and revitalization. China will continue to do its best to support Kyrgyzstan in growing its economy and improving people's lives.

We need to pursue mutual benefit and win-win results. This is essential for the enduring vitality of our cooperation. We should take a long-term view, focus on high-quality Belt and Road cooperation, and continuously upgrade practical cooperation. While strengthening existing cooperation in trade and investment, connectivity, and green mining, we should also cooperate in the digital economy, clean energy, artificial intelligence, and other emerging fields. We need to move forward with building the China-Kyrgyzstan-Uzbekistan railway, accelerate the revamping of land ports, and advance institutional connectivity alongside physical connectivity to facilitate the smooth flow of people and goods.

We need to carry forward the traditional friendship. Our long-standing friendship is an invaluable asset. We should step up exchanges and cooperation in culture, tourism, art, media, think tank, youth, archaeology, and health to forge closer bonds. We should encourage our young people to study in each other's countries and support more substantive outcomes from subnational exchanges. We need to spread the stories of our friendly exchanges and mutually beneficial cooperation to cement the foundation of people-to-people goodwill.

We need to practice multilateralism. Kyrgyzstan's historic election as a nonpermanent member of the United Nations Security Council is a cause for celebration. It presents us with an opportunity to enhance coordination across the U.N., firmly uphold the U.N.-centered international system and the international order based on international law, act on the vision of building a community with a shared future for humanity and China's four global initiatives, unequivocally oppose hegemonism, unilateralism, and bloc confrontation, jointly combat terrorism, separatism, and extremism, and bring into play a more just and equitable global governance system.

Over the past 25 years, the SCO has fostered and followed the Shanghai Spirit of mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development. It has pioneered a new model of regional cooperation that features partnership instead of alliance, safeguards shared security and stability, and promotes common development and prosperity. It has become a comprehensive regional organization with the widest geographical coverage, the largest population, and enormous potential. Since taking over the SCO presidency, Kyrgyzstan has carried out a great deal of productive work. China commends Kyrgyzstan's efforts in building consensus among member states and advancing practical cooperation under the theme "Together Toward Sustainable Peace, Development, and Prosperity." China is convinced that with the concerted efforts of all sides, this year's SCO summit will be a crowning success and provide fresh impetus for carrying forward the Shanghai Spirit and building an SCO community with a shared future.

Kyrgyzstan has a saying, "Drop by drop, a lake is formed." Likewise, we Chinese often say, "Without small streams, there would be no great rivers." China is ready to work with Kyrgyzstan to steadily advance our multifaceted cooperation, channel the streams of our people's goodwill into the river of our two nations' friendship, and jointly open up new prospects for the high-quality development of China-Kyrgyzstan relations.

BEIJING -- The first and second volumes of selected works of Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, on culture have been published.

Compiled by the Institute of Party History and Literature of the CPC Central Committee, the two volumes contain 78 pieces of the most important and fundamental works by Xi on cultural development from November 2012 to February 2026, which come in forms such as reports, speeches, letters and instructions.

The publication is of great significance for developing a socialist culture with Chinese characteristics, igniting the cultural creativity of the entire nation, building cultural confidence and strength, and securing new successes in developing socialist culture.

Seventy years ago, a group of young scholars proposed the concept of artificial intelligence (AI) for the first time at the Dartmouth Workshop in New Hampshire of the United States. In the subsequent 70 years, AI scientists and researchers from around the world ventured into this unknown territory, forged ahead through twists and turns, and made breakthroughs with persistent hard work. Seven decades later today, amid the new wave of AI development, we are gathering by the Huangpu River to discuss how to promote AI globally for the positive, for good and for humanity. All this makes our meeting highly important. On behalf of the Chinese government and people, I would like to extend a warm welcome to you all.

In the course of history, the invention of the steam engine heralded the industrial civilization, the widespread access to electricity brightened up modern society, and the birth of the Internet brought the entire world together. Each of these technological revolutions has profoundly reshaped our way of work and life, and enabled a giant leap in economic and social development.

Today, major changes unseen in a century are accelerating across the world. The new round of technological revolution and industrial transformation is advancing at a faster pace, and the world has entered an unprecedented period of active innovation on AI technologies. Intelligent connectivity, human-machine collaboration, cross-sector integration, joint creation and sharing, and other intelligent technologies are unleashing enormous power. All this carries within it great opportunities as well as challenges to governance. We human beings must answer the questions posed by our times: How to get along with thinking machines? How to ensure security when algorithm is part of decision making? How to tackle ethical challenges by technologies through adaptive governance? How to realize AI for all when the divide keeps widening? These questions demand serious consideration and real answers from the whole international community.

In China's view, all countries should take a people-centered approach and develop AI for the positive and for good. We should ensure that AI is an important driver for shared prosperity and common security. We should join hands to build a just and equitable system for global AI governance. To this end, I wish to share four observations.

First, we should adhere to the principle of openness and win-win and boost innovation-driven development. As a new engine of world economic growth and an accelerator for the shift of growth drivers, AI is moving from the digital world into the physical world. We should seize this rare, historic opportunity to encourage open source, openness, collaboration and sharing. We should facilitate technological innovation, industrial development and scenario-based application of AI. We should make coordinated advances in the transformation and upgrade of traditional industries, the cultivation and growth of emerging industries and forward-looking planning for future industries, so that all sectors and businesses can benefit from AI.

Second, we should strengthen risk-awareness and ensure that AI is secure and controllable. AI should be a trusted tool for humanity. We should take seriously the various types of inherent and secondary risks that AI may trigger. We should put in place laws and regulations, technological monitoring, early warning and emergency response systems in order to strengthen the line of security, prevent abuses and malicious use, and ensure that AI is always under human control. In the meantime, we should jointly oppose overstretching the national security concept in the field of AI and placing one country's security over that of others.

Third, we should encourage inclusiveness and promote mutual learning between civilizations. AI development and its application should not erode or undermine the diversity of world civilizations or the uniqueness of cultures of different countries. We must shape the values of AI with humanity's common values, and make good use of AI technologies to increase understanding, tolerance, exchanges, and sharing among all civilizations. We should tend to the garden of civilizations with great care to ensure that the beauty of each civilization is appreciated and shared.

Fourth, we should advocate solidarity and improve global governance. AI is an invaluable asset that encapsulates humanity's collective wisdom. We should practice true multilateralism and recognize the important role of the United Nations. We should enhance alignment and coordination on AI development strategies, governance rules and technical standards, so as to form a consensus-based global governance framework at an early date to make this frontier technology better benefit humanity. We must carry out extensive international cooperation and help Global South countries with capacity building to bridge the AI and digital divides, promote sustainable development, and prevent creating new historical injustice in AI.

This year marks the start of China's 15th Five-Year Plan. It maps out China's economic and social development for the next five years and provides immense opportunities for the international community. In recent years, China has embraced AI with open arms. We have promoted interplay between an efficient market and a well-functioning government, strengthened AI innovation, actively advanced the AI Plus Initiative, and built a healthy ecosystem for all entities to thrive in together. The core smart economy industries are worth at least RMB 1 trillion yuan. Smart devices in countless homes truly improve people's livelihood. Intelligent Manufacturing in China has become another shining hallmark of Chinese modernization.

At the same time, China lays great emphasis on safety and security in AI development. With a deep understanding of the trends and logic of AI development, we are continuously improving laws, regulations, policies, mechanisms, application norms, as well as ethical principles to make sure that AI is safe, secure and controllable, and that this fine steed of AI gallops with both speed and stability.

As a responsible major country, China is always committed to providing international public goods relating to AI. Since I proposed the Global AI Governance Initiative, China has promoted the adoption of the U.N. General Assembly Resolution on Enhancing International Cooperation on Capacity-Building of Artificial Intelligence by consensus, published the AI Capacity-Building Action Plan for Good and for All, announced the AI Plus International Cooperation Initiative, and advocated for establishing the World Artificial Intelligence Cooperation Organization (WAICO). China has been contributing steadily to the global AI governance.

We often say in China, "A single string cannot make music, and a single tree does not make a forest." AI development should not be a solo performance by a single country, but a symphony of international cooperation. Thanks to our joint efforts, WAICO has come into being in Shanghai. Our vision from one year ago is now a reality. This is a major move by China to answer the call of the Global South and unite the international community together to promote vigorously AI development and governance. It will be an important milestone in the history of AI development.

To further support global AI development and advance global AI capacity building, I hereby announce that in the next five years, China will provide developing countries with 5,000 opportunities in AI training and seminar programs; develop international AI application cooperation centers with the Association of Southeast Asian Nations, the League of Arab States, the African Union, the Community of Latin American and Caribbean States, the Shanghai Cooperation Organization, and BRICS; and enable 30 countries to use the AI-powered meteorological warning system, or MAZU, to safeguard homes around the world.

As ancient Chinese observed, "A man of wisdom adapts to changes; a man of knowledge acts by circumstances." With AI advancing at a staggering speed, we must ensure its development is for the positive, for good and for humanity. We must make its oversight and governance precise and effective, and constantly refine measures to forestall loss of control. We should always guide AI development with human wisdom and international consensus, so that AI can truly become a mighty force that increases the well-being of humanity and advances human civilization.

China is ready to be more open, take more practical actions, and assume a more visionary perspective. We are ready to work with all parties to seize the opportunities of AI development and meet the challenges, and join hands to create a brighter future for humanity.

BEIJING -- A speech delivered by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, at a gathering marking the CPC's 105th founding anniversary will be published on Thursday.

The speech by Xi, also Chinese president and chairman of the Central Military Commission, will be published in this year's 14th issue of the Qiushi Journal, a flagship magazine of the CPC Central Committee.

Over the past 105 years, the Party has united and led the people of all ethnic groups across the country in unremitting struggles, which fundamentally changed the future and destiny of the Chinese people, blazed the right path to the great rejuvenation of the Chinese nation, demonstrated the robust vitality of Marxism, profoundly influenced the course of world history, and forged a strong CPC, according to the speech.

It points out that the fundamental reason the CPC has been able to continuously achieve new successes over the past 105 years lies in its unique fine qualities, unmatched by any other political party or political force.

To fulfill the Party's mission on the new journey in the new era, all Party members must stay confident and make unremitting efforts to continuously create new achievements worthy of the times and the people's expectations, according to the speech.

The year 2025 marks the completion of China's 14th Five-Year Plan for economic and social development. Over the past five years, we have pressed ahead with enterprise and fortitude, and overcome many difficulties and challenges. We met the targets in the Plan and made solid advances on the new journey of Chinese modernization. Our economic output has crossed thresholds one after another, and it is expected to reach RMB 140 trillion yuan this year. Our economic strength, scientific and technological abilities, defense capabilities, and composite national strength all reached new heights. Clear waters and lush mountains have become a salient feature of our landscape. Our people enjoy a growing sense of gain, happiness and security. The past five years have been a truly remarkable journey, and our accomplishments have not come easily. Your unwavering hard work has made our nation thrive and prosper. I salute you all for your exceptional diligence and invaluable contributions.

This year is full of indelible memories. We solemnly commemorated the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and established the Taiwan Recovery Day. These grand national events were majestic and powerful, and the glory of victory will shine through the pages of history. They are inspiring all the sons and daughters of the Chinese nation to remember history, honor fallen heroes, cherish peace, and create a better future. They are rallying a mighty force for the great rejuvenation of our nation.

We sought to energize high-quality development through innovation. We integrated science and technology deeply with industries, and made a stream of new innovations. Many large AI models have been competing in a race to the top, and breakthroughs have been achieved in the research and development of our own chips. All this has turned China into one of the economies with the fastest growing innovation capabilities. The Tianwen 2 probe began its star-chasing journey to explore asteroids and comets. Construction of the hydropower project at the lower reaches of the Yarlung Zangbo River started. China's first aircraft carrier equipped with an electromagnetic catapult system was officially commissioned. Humanoid robots did kung fu kicks, and drones performed spectacular light shows. Inventions and innovations have boosted new quality productive forces and added colorful dimensions to our lives.

We endeavored to nurture our spiritual home with cultural development. There was a surging public interest in cultural relics, museums, and intangible cultural heritage. A new Chinese cultural site was added to the World Heritage List. Cultural IPs such as Wukong and Nezha became global hits. The younger generation came to deem classic Chinese culture as the finest form of aesthetic expression. The cultural and tourism sectors thrived. The "super league" football games in our cities and villages attracted numerous fans. Ice and snow sports ignited people's passion for the winter season. Tradition is now embracing modernity, and the Chinese culture is shining in even greater splendor.

We joined hands to build a better life and enjoyed it together. I attended celebrations in Xizang and Xinjiang. From the snow-covered plateau to both sides of the Tianshan Mountains, people of various ethnic groups are united as one, like seeds of a pomegranate sticking together. With white khatas and passionate singing and dancing, they expressed their love of the motherland and the happiness they enjoy. No issue of the people is too small; we care for every leaf and tend every branch in the garden of people's well-being. Over the past year, the rights and interests of the workforce in new forms of employment have been better protected, facilities have been upgraded to bring more convenience to the elderly, and each family with childcare needs has received a subsidy of RMB 300 yuan per month. When the happy hum of daily life fills every home, the big family of our nation will go from strength to strength.

We continued to embrace the world with open arms. The Shanghai Cooperation Organization Summit in Tianjin and the Global Leaders' Meeting on Women were very successful; and island-wide special customs operations were launched in the Hainan Free Trade Port. To better address climate change, China announced new Nationally Determined Contributions. After announcing the three global initiatives on development, security, and civilization, I put forward the Global Governance Initiative to promote a more just and equitable global governance system. The world today is undergoing both changes and turbulence, and some regions are still engulfed in war. China always stands on the right side of history, and is ready to work with all countries to advance world peace and development and build a community with a shared future for humanity.

Not long ago, I attended the opening ceremony of the National Games, and I was glad to see Guangdong, Hong Kong and Macao coming together in unity and acting in unison. We should unswervingly implement the policy of One Country, Two Systems, and support Hong Kong and Macao in better integrating into the overall development of our country and maintaining long-term prosperity and stability. We Chinese on both sides of the Taiwan Strait share a bond of blood and kinship. The reunification of our motherland, a trend of the times, is unstoppable!

Only a strong Communist Party of China can make our country strong. We launched the study and education program on fully implementing the central Party leadership's eight-point decision on improving Party and government conduct. We exercised strict governance of the Party through credible measures, and promoted the Party's self-revolution to fight corruption and advance healthy governance. As a result, the conduct of our Party and government steadily improved. We must stay true to our original aspiration and founding mission, and pursue our goal with perseverance and dedication. We should continue to give a good answer to the question on how to maintain long-term governance put forth in a cave dwelling in Yan'an and prove ourselves worthy of the people's expectation in the new era.

The year 2026 marks the beginning of the 15th Five-Year Plan. A successful venture should start with a good plan and with clear goals set. We should focus on our goals and tasks, boost confidence, and build momentum to press ahead. We should take solid steps to promote high-quality development, further deepen reform and opening up across the board, deliver prosperity for all, and write a new chapter in the story of China's miracle.

The dream lofty, the journey long — bold strides will get us there. Let us charge ahead like horses with courage, vitality, and energy, fight for our dreams and our happiness, and turn our great vision into beautiful realities.

I am very pleased to visit the historic city of Gyeongju again for the APEC CEO Summit.

The world today is undergoing accelerated transformation unseen in a century, the international landscape is fraught with changes and turbulence, and global economic recovery remains sluggish. The world has come to a new crossroads -- solidarity, cooperation and mutual benefit or return of hegemonism and the law of the jungle; multilateralism, openness and inclusiveness or unilateralism and protectionism. What we choose will profoundly affect the future of the world. We must have vision, step up to our responsibility, and choose what meets the expectation of the people in the Asia Pacific and stands the test of history.

As the saying goes, "He who knows the past understands the present." Since the great victory of the World Anti-Fascist War 80 years ago, the international system with the United Nations at its core has been put in place gradually, and multilateral systems in economic, trade, financial and other areas have been established. A new chapter was opened for humanity's pursuit of peace and development.

History attests that humanity shares a common destiny. While hegemonism causes only war and disaster, fairness and justice ensure global peace and development. While confrontation and antagonism breed only estrangement and turbulence, win-win cooperation proves to be the right way forward. While unilateralism precipitates division and regression, multilateralism is the viable option for tackling global challenges.

China always upholds the current international order and practices true multilateralism. We embrace peaceful development, and reject the assertion that a strong country will inevitably seek hegemony. We champion win-win cooperation, and denounce winner-takes-all practices. We advocate mutual learning among civilizations, and do not believe in clash of civilizations. We promote fairness and justice, and oppose power politics. China has successively put forward the Belt and Road Initiative as well as the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative. They are China's solutions to the salient issues across the world, based on Chinese wisdom. We look forward to working with all parties to promote common prosperity and a win-win future for all, and building a community with a shared future for humanity.

Founded in response to the trend of economic globalization, APEC takes it as its objective and purpose to promote trade and investment liberalization and facilitation and support economic growth and prosperity. The 1991 Seoul APEC Declaration highlighted interdependence and shared benefit. Today, as we gather once again in the Republic of Korea, we should renew our commitment to the founding mission of APEC and make outstanding contributions to the world through more vibrant and resilient Asia Pacific cooperation.

First, we should take the lead in safeguarding peace and stability. We must always ensure the equal right of all countries to participate in international affairs regardless of their size, strength, or wealth. We should embrace the vision of common, comprehensive, cooperative, and sustainable security, and resolve differences and disputes through dialogue and consultation.

Second, we should take the lead in enhancing openness and connectivity. We should firmly safeguard the WTO-centered, rules-based multilateral trading system, strengthen solidarity and collaboration, oppose protectionism, reject unilateralism and bullying, and prevent the world from reverting to the law of the jungle. We must have the courage to remove barriers, keep global industrial and supply chains stable and unimpeded, advance regional economic integration, push forward the Free Trade Area of the Asia Pacific, and play the Asia Pacific part in global economic growth.

Third, we should take the lead in promoting win-win cooperation. We should stay true to the vision of harmony without uniformity, fully leverage the diversity of Asia Pacific economies, draw on each other's strengths, and jointly make the pie of Asia Pacific cooperation bigger. We should advance both our respective interests and those of others, and foster an environment of cooperation to achieve success and development for all economies.

Fourth, we should take the lead in pursuing benefits for all and inclusiveness. We should put the people first, and fully implement the U.N. 2030 Agenda for Sustainable Development. We should create greater synergy between our development strategies, and step up support for developing economies. We should bridge development gaps, increase people's well-being, and deliver prosperity to all the people in the Asia Pacific.

Next year, China will host APEC for the third time. This demonstrates our full commitment to Asia Pacific cooperation and our willingness to fulfill our responsibilities. We will follow the trend of the times, listen to the calls of APEC members, and work together to build an Asia Pacific community, so as to further boost peace and development in the Asia Pacific and the wider world.

China has been a major engine of world economic growth for many years. China's 14th Five-Year Plan period ends this year. In the past five years, despite increasing external shocks, the Chinese economy has registered an annual growth rate of around 5.5 percent on average, contributing around 30 percent of global growth.

A few days ago, the 20th Central Committee of the Communist Party of China adopted the Recommendations for Formulating the 15th Five-Year Plan at its fourth plenary session. We will continue to deepen reform and high-quality development through high-standard opening up, bring more stability and certainty to the Asia Pacific and world economy, and provide fertile soil for global investors and entrepreneurs.

-- China can provide more growth opportunities for the global business community. It is now the world's second largest market of consumption and import, and the only developing country that hosts a national-level international import expo and continually opens its market to the world. The China market is huge and promising. We are continually advancing high-standard opening up, and strive to help all sides succeed through greater openness and connectivity.

-- China can provide a good business environment for the global business community. China is fostering a market-oriented, law-based and world-class business environment to help companies of different types of ownership to grow and thrive through fair competition. There are only 29 items left on China's negative list for foreign investment, and zero items in the manufacturing sector. We will also continue to open the services sector. China is universally recognized as one of the safest countries in the world, and grants either unilateral visa exemption or full mutual visa-free entry to 76 countries. Sightseeing and shopping in China have become a popular trend in the world, and our foreign friends will find it more and more convenient to invest, work and live in China.

-- China can provide a vast platform of innovation for the global business community. We are vigorously developing future industries, strengthening emerging industries, and upgrading traditional industries. Innovation is steadily driving the economy forward. China is going green, digital and smart at a faster pace. Breakthroughs are being made one after another in AI, quantum technologies, humanoids, new-energy vehicles, and biomedicine. China is now a global destination for the promotion and application of new technologies. Facts have proved that whoever establishes a solid presence in the Chinese market will stay ahead of the curve in the increasingly fierce international competition.

-- China can provide enabling conditions of green growth for the global business community. China is making coordinated advances in decarbonizing, mitigating pollution, expanding green transition and promoting growth. It has the largest renewable energy system and the biggest, most complete new energy industrial chain in the world. The increased area of afforestation in China accounts for a quarter of the world total. We are committed to meeting our carbon peaking and carbon neutrality targets. We are actively advancing cooperation in launching green energy projects. We support the free flow of quality green technologies and products, and do our best to provide assistance to developing countries. China's contribution to the green and low-carbon transition of the global economy is widely recognized.

In short, China is an ideal, safe and promising destination for global investors. Partnering with China means embracing opportunities. Believing in China means being optimistic about tomorrow. And investing in China means investing in the future.
