Negotiations at the COP15 is in a deadlock as the countries are split between those who favour a new protocol and others who want to continue with the legally binding Kyoto agreement. Tuvalu, a Pacific island, has proposed a new protocol which would have the advantage of potentially forcing deeper global emission cuts, but could lead to other developing countries having to make those cuts. COP15 president Connie Hedegaard today had to suspend the negociations, and Yvo de Boer explains that Tuvalu and other countries want to be sure of that theír proposals remain on the table.
