The agreement was reached in talks between visiting Chinese Premier Wen Jiabao and Turkmen President Gurbanguly Berdymukhamedov. Wen said that China is satisfied with the smooth development of bilateral ties and the favorable results they have yielded since the two nations forged diplomatic relations 15 years ago. The Chinese premier noted that both countries have attached great importance to bilateral relations of good neighborliness and friendly cooperation, proceeding from the strategic perspective of bringing benefits to the two peoples, maintaining stability and promoting joint development in the region. The two countries have all along regarded each other as a reliable friend and partner and supported each other on issues of their major concerns, Wen added. He spoke highly of Turkmenistan's long-term adherence to the one-China policy and the country's support for China on the issues of Taiwan and Tibet and in the combat against "Eastern Turkistan" terrorist group. China would continue its support for Turkmenistan to safeguard its national sovereignty, and help the country to promote economic development, Wen said. The Chinese premier also put forward a four-point proposal on further improving Sino-Turkmenistan relations.
