Soundbites
Editor's note: The State Council Information Office held a group interview on Saturday themed "Forging Ahead on the New Journey", bringing together representatives from the procuratorial system to engage with the media about their experiences, aspirations and insights.
I have worked in criminal prosecution for 28 years and moved into juvenile prosecution in 2013 and have handled or supervised more than 2,000 cases. In one case, a 16-year-old student was lured into helping organize illegal border crossings. Given his limited role and strong potential for rehabilitation, we placed him under six months of conditional non-prosecution. Prosecutors then worked to address his internet addiction, improve family relations and support his studies. He later enrolled into university. For me, high-quality prosecution means looking beyond punishment to help young offenders rebuild their lives while upholding justice.
Chen Furong, senior prosecutor of the People's Procuratorate of Anshun, Guizhou province
I have worked in criminal prosecution for 21 years, handling more than 1,600 cases involving economic crime, corruption and organized crime. My experience has taught me to keep people's interests at the center of every case. In one case, a property salesperson sold the same apartment to two buyers and misappropriated their payments. Through repeated communication and efforts to recover the money, we helped one buyer receive a refund while the other completed the purchase. When we take one more step to recover losses, ease conflicts and earn people's trust, justice becomes something they can genuinely feel in their daily lives.
Song Xidong, senior prosecutor of the People's Procuratorate of Gushi county in Xinyang, Henan province
I have worked as a grassroots prosecutor on China's northeastern border for 31 years and have handled more than 1,000 cases. My belief remains simple: every case carries people's trust in the law. In one foreign exchange case, two minor offenders were exempted from criminal prosecution but received administrative penalties, while the case helped establish a regular coordination mechanism between prosecutors and foreign exchange authorities. For nearly a decade, I have also worked on public-interest litigation. In one Songhua River case, we helped clear illegal structures and release 1.6 million fish fry in a fishing ban area.
Li Ming, senior prosecutor of the People's Procuratorate of Tongjiang, Heilongjiang province
I have worked in criminal prosecution for 16 years and handled more than 1,400 cases, ranging from neighborhood disputes and telecom fraud to major economic and corruption cases. I believe a prosecutor's duty is to safeguard fairness and justice. In one 200-million-yuan ($29.8 million) embezzlement case, the suspect produced a company document claiming authorization. By comparing nearly 10 years of company seal samples, we found subtle differences showing that the document had been created later to conceal the crime. I believe that high-quality prosecution requires careful evidence review, accurate assessment of responsibility and efforts to recover illicit gains.
Xie Wenkai, senior prosecutor of the People's Procuratorate of Wuqing district, Tianjin
Having worked in criminal prosecution for 13 years, handling more than 1,000 cases, to me, high-quality case handling means getting the facts right, addressing problems beyond individual cases. Technology has become an important part of that work. We developed a data model to identify suspicious medical insurance transactions, helping recover more than 10 million yuan ($1.49 million) in defrauded funds. We have also built digital supervision models for intellectual property and other areas, while an AI-assisted sentencing system has supported 16,000 cases.
