The Panjin wetland, which lies on a major migratory route for birds from the Arctic to Southeast Asia, serves as an important habitat on the migration route of the eastern population of red-crowned cranes and is the most concentrated gathering site for the birds.

The establishment of Liaohekou Nature Reserve in 1985 was based on the discovery of a breeding population of red-crowned cranes.

Covering an area of 467 hectares, the base was constructed within the reserve in 2012. It serves as the primary habitat for the largest nesting population of red-crowned cranes within the reserve.
