Five central departments have jointly released guidelines to regulate the job market for part-timers and those in short-term work, in order to expand opportunities and promote the development of the gig economy.

The five departments, including the Ministry of Human Resources and Social Security, the Ministry of Civil Affairs and the Ministry of Finance, stated that odd jobs are an important way of increase the incomes of more elderly or disabled job seekers, as well as those having difficulties finding work because they lack skills.

The central government will set up a system to supply reliable information about odd jobs to those looking for work and recruitment procedures will be streamlined to match job seekers to vacancies as quickly as possible.

According to the guideline, central departments will also organize training courses for those in short-term positions to develop their skills and offer courses on entrepreneurship to those willing to start their own businesses.

In addition to support, the central government will enhance supervision of the job market, crack down agencies making false promise and eradicate illegal behavior such as publishing false recruitment information, in order to better protect short-term laborers.
