If a minor has a long history of offending then the penalties should be designed to cause maximum reflection on their crime(s) rather than a punitive punishment, in most cases. For some crimes though, kids should be jailed for very long periods and face adult penalties (but not the death penalty), particularly if a crime occurs over the age of 14 or 15, for example, premeditated murder, certain crimes against society, etc.
