The attacks on Mumbai have again highlighted the lack of coherence in India's counter terrorism strategy, its underfunded intelligence services and its poor rapid response networks, analysts say. Patil had offered to step down at the Congress Working Committee (CWC) meeting on Saturday night. He sent his resignation to Prime Minister Manmohan Singh on Sunday morning, the report said.

The 74-year-old Patil was inducted into the Union Cabinet in the 2004. He has long been a target of the opposition for his handling of the internal security situation in the country.
