NEW YORK -- The Reuters newsroom in New York has reopened three hours after an editor opened an envelope containing white powder. Police say the substance will be tested.

A hazardous materials response vehicle is seen outside of the Reuters headquarters in New York, October 27, 2008. The New York newsroom of Reuters News was evacuated on Monday after receiving an envelope with a "puff of powder" in it, Reuters spokeswoman Jolie Hunt said. [Agencies]

New York City police ordered 140 staffers to evacuate the news service's newsroom Monday afternoon. Police say the envelope was addressed to the "editor in chief."

Thomson Reuters spokeswoman Jolie Hunt says Brian Rhoads, the company's managing editor for the Americas, opened the envelope and a "puff of powder" escaped. Police isolated Rhoads and the envelope and evacuated the newsroom.

A New York Times employee last week opened an envelope containing a harmless powder. Employees moved to another floor in the Times' Manhattan headquarters for about an hour in that incident.
