Responsibilities: government offices outside Karamay, office affairs; assist the mayor and vice-mayors in coordinating various governmental department affairs, government office affairs, liaison, publicity, departmental development; preparing plenary and executive meetings of government and the Party, examining and providing feedback from decisions made at the meetings; liaising with Karamay People’s Congress standing committee, municipal political consultants, petroleum and petrochemical enterprises, Karamay military offices, the court and procuratorate.

Deputy secretary-general

Jia Qingchang

Responsibilities: assist executive vice-mayor in fiscal affairs, audits, and statistics; assist vice-mayors in finance, taxes, and insurance; in charge of fiscal affairs bureau and financial affairs office.

Gao Ruihong

Responsibilities: assist the executive vice-mayor in development and reforms, pricing and foodstuff; assist vice-mayors in urban construction and management, urban administration and law enforcement, environmental protection, civil defense, earthquake relief, water supply, sewage, sanitation, land and pasture disputes, landscaping; also radio, postal service, telecommunications, and in charge of Development and Reform Commission.

Chen Lu

Responsibilities: assist vice-mayors in urban planning, housing, property construction and management, land and resource management, surveys and mapping, land and pasture disputes; in charge of Urban and Rural Planning Bureau.

Xu Jianhui

Responsibilities: assist vice-mayors in economy and foreign trade and investment promotions, external affairs, economic and technological cooperation, salt and tobacco, Federations of Industry and Commerce, technology, petrochemical parks, power, safety supervision; in charge of Economic Commission.

Zhan Yali (temporary deputy secretary-general)

Responsibilities: assist vice-mayors in higher education, vocational education, training affairs; manage the Engineering College.

Zeng Ying (temporary deputy secretary-general)

Responsibilities: assist officials with informatization.

Ubulasan Mahmut

Responsibilities: assist executive vice-mayor in human resources and social security; assist vice-mayors in medical care, public health, population and family planning; also food and drug safety.
