The Chengdu Tianfu Software Park (TSP) is located in the heart of the southern part of the Chengdu Hi-tech Zone and is China's largest professional software park. It is also one of China's 10 largest software industry bases and one of China’s national software export and innovation bases.

It also has a national service outsourcing base and multiple demonstration zones. It has a planned construction area of 2.2 million square meters and a developed construction area of more than 1.3 million square meters. Of this, 800,000 square meters have been put into use and the remaining 350,000 square meters will be put into use in 2011. As an important agent of Chengdu’s software and service outsourcing industry, TSP has become the core of software and service outsourcing enterprises in Chengdu.

Officially opened in 2005, TSP is now the fastest-growing professional software park in China. It attracts nearly 200 famous domestic and international enterprises, including IBM, SAP, NEC, GE, NCS, Huawei, Alibaba, Maersk, Siemens, Ericsson, Tencent, WIPRO, DHL and Manulife Financial. Fourty percent of it is being funded by foreign enterprises and 23 percent by Fortune 500 companies.

This accumulates to a total of nearly 30,000 employees in TSP. Industrial clusters of business software, ITO, digital entertainment, telecommunications and BPO/back office service centers have also sprouted in TSP. TSP has become the first choice for top names in domestic and international software and service outsourcing enterprises. It has also become the hub of domestic and international software industry resources.

TSP fully demonstrates internationalization and transparency. It has a beautiful cultural and ecological environment, modern and efficient architectural style, scientific and perfect functional distribution and complete supporting facilities.

Chengdu High-tech Zone strongly supports the development of TSP and provides TSP-based enterprises with one-stop services. These include infrastructural facilities, human resources, professional consulting, industry reports, company registration, government relations and brand promotion. The Chengdu High-tech Zone also launches preferential policies to attract talents and constantly introduces various software and service outsourcing talents to meet business needs.

TSP has a professional HR solution center (hereinafter referred to the Center), which provides enterprises with a full range of HR services. These include recruitment, information and training. The services are offered with cooperation from the Chengdu Software Talent Training Association, which has more than 100 member organizations, including universities, training institutions, intermediaries and enterprises.

Since 2007, the Center has organized Tianfu HR Recruit Activities in Xi'an, Shanghai, Beijing, Shenzhen and major universities, attracting tens of thousands of professionals. It has also helped TSP-based companies recruit more than 6,000 professionals each year. The Center has 12,000 square meters of public training venues, more than 1,000 cutting-edge courses and holds more than 200 training sessions each year. It trains nearly 10,000 company employees and 5,000 college students annually. The Center owns two online platforms: a network-based e-college and the Chengdu Software Talent Network. The e-college has introduced courseware systems of many renowned international companies. These have more than 1,000 courses and more than 6,000 registered students who are company employees.

The Chengdu Software Talent Network receives approxiamtely 100,000 resumes from professionals every year. The Center can also provide businesses with the latest, most comprehensive human resource information and statistical data to offer them an accurate basis for their recruitment efforts.

In addition, TSP has creatively established the first software and service outsourcing talent reservoir in West China, providing HR support through professional guidance and an industry-college combination to boost sustainable development of the industry.

TSP manages West China’s largest state-level public technical support platform, costing more than 120 million Yuan. The platform owns an IC design test lab, a cluster rendering and HD NLE center, an information security lab, demonstration center, testing center, T-Engine lab, Android lab, mobile test platform and overseas gaming platform.

The Incubation Center run by TSP is one of the most attractive entrepreneurial incubators in China. After three years of development, this platform has so far reviewed more than 2,100 projects in total and has accommodated a total of nearly 500 projects. In 2010, the enterprises in the incubator directly attracted $18 million US of investment. TSP Incubation Center is listed on the "China Top 10 Incubators” list.

As the operating company of TSP, Chengdu Tianfu Software Park Co., Ltd. is a wholly owned subsidiary of the Chengdu High-Tech Investment Group. It is an important conduit of the Chengdu Municipal Government to develop software and the service outsourcing industry. The company integrates industry-related factors, resources and functions and provides a full range of industrial services to domestic and international enterprises.
