Insecurity behind entrepreneur exodus in China

A large number of Chinese entrepreneurs are leaving China, representing an increasing outflow of wealth and talent, said Zheng Yongnian, director of the East Asian Institute under the National University of Singapore, after in-depth research in China's Zhejiang and Guangdong provinces in June.
Zheng said that this problem is becoming increasingly serious because there are still no independent groups of entrepreneurs in China that can protect their rights, and they have to rely on others for greater development. Rich people tend to move out once they feel unsafe, cannot find a protector or when it is too costly to maintain a protector.
The outflow of rich people and their wealth is nothing new, and you probably even know one or two emigrants in person. After the global financial crisis, foreign countries, especially the United States, have taken various measures to attract wealthy Chinese immigrants. Many rich people with a personal fortune of more than 500,000 U.S. dollars have moved out of China with their families, and those countries have taken advantage of their money to ride out the crisis. The root cause of this phenomenon should be studied first, and simply cursing the rich people would be pointless.
After many small and medium-sized enterprises were listed on the small and medium-sized enterprises board or the Growth Enterprises Market board, related enterprise owners and senior executives became millionaires or billionaires overnight. Then, they resigned and sold out their shares one after another before migrating to foreign countries. As a rather large part of rich Chinese people accumulated their wealth through improper means instead of through establishing and developing enterprises, they do not feel assured.
Although many private entrepreneurs have expanded their enterprises legally thanks to government policies and their knowledge, they do not feel assured either because of the imperfect legal system, too many artificial factors and poor investment environment. Zheng found through investigations that no matter how rich they are, private entrepreneurs will surely lose their wealth once local officials covet it.
It is worth noting that the problem of the "original sin" of wealth is an important factor leading to an unsafe feeling of the rich and the masses. Zheng believes the problem of the "original sin" of wealth indeed exists in the process of many entrepreneurs earning their first bucket of gold. However, it is impossible to investigate all entrepreneurs because it will lead to losses on both sides, but we can achieve a win-win if we give full play to charity and public welfare behaviors of entrepreneurs and the rich.
Comrade Deng Xiaoping's strategy is to allow part of the population to become better off first to lead others to take the road of common prosperity. At present, part of the population has already become better off and the population continues to increase. However, the goal of common prosperity will fail if the rich migrate to foreign countries with vast amounts of wealth.
We do not know how much truth there is in Zheng's findings. We hope that China also has researches in this aspect and then we will have the right to speak. Zheng believes currently, the most important thing for China is to solve the unfair distribution by law instead of always using political means. Zheng's opinion is reasonable and worth studying.
