Precautionary mechanism

Though little can be done to prevent an earthquake, appropriate precautions can be taken to minimize damage, says an article in Xiaoxiang Morning News. Excerpts:

The 7.1-magnitude earthquake that hit Yushu county in Qinghai province on April 14 was reminiscent of the devastating Wenchuan earthquake in Sichuan province nearly two years ago.

We have witnessed recurring natural disasters both in China and around the world. Human beings seem trivial before the overwhelming force of nature. We are incapable of holding back these catastrophes; yet we can strive to reduce the losses to a minimum.

If accurate forecasting of earthquakes still eludes us, at least we can build a sound precautionary mechanism, including improving both building construction and public evacuation drills.
