The authorities should take steps to free the education sector of bureaucratic tentacles and protect teachers' rights and interests, says an article on Red Net. Excerpts:

After Guangdong province implemented the performance-related salary system in schools, teachers have found to their chagrin that their pay packages are determined more by administrative decisions and less by their performance.

Some senior teachers, with more than 20 years' experience, earn less than even a 20-something-year-old secretary to a youth league committee.

The public welcomed the performance-related pay system initially. But the way it has been practiced in Guangdong shows administrative power outweighs performance in determining teachers' salary.

Bureaucratization of schools has impeded the development of education in the country. Some education department leaders have stuck to exam-oriented assessment of teachers in order to achieve their personal or departmental goals.

As a result, leaders, not teachers, have benefited from the pay rise.Since expenditure on education cannot raise local GDP growth and contribute to political achievements immediately, many officials are not willing to spend more on this vital social sector.

We hope the government takes steps to free education of bureaucratic whims.
