Luo Zhengfu, male, Yi ethnic group, is a native of Mouding county in Yunnan province. He became a member of the Communist Party of China in July 1974 and started working in December 1972. He has a master degree.

He was elected as the Chairman of Yunnan Committee of CPPCC at the fifth meeting of the tenth session of Yunnan CPPCC Committee on Feb 14, 2012.
