Shuang Shaomin, a member of the Shanxi Committee of Jiu San Society, presented a report on technological innovation and economic transformation to the Shanxi annual provincial CPPCC session in Taiyuan.

Shuang mentioned that the resource-dependent economy limited the development of technology in the province. The lack of ability when it comes to technological innovation means Shanxi lags behind other provinces in economic growth.

Faced with the problem, she expressed her view that the government should first establish a proper evaluation and reward system targeted at researchers for stimulating more people to innovate in science and technology.

To attract more specialists to Shanxi and boost local innovation, the authority needs to improve the mechanism of introducing and training highly-skilled professionals as well as set up a financing system for R & D by offering government funds and inviting investment from private companies.

"What counts most is to advance the application of technological innovation in industry. The cooperation between local companies and universities will greatly promote the combination of technology and industry and help upgrade the economic development pattern in the province," she said.
