Shanxi province prescribed the minimum release rates of monitoring data over State-controlled pollution sources in its newly released emission reduction plan for major pollutants in 2015.
Data of pollution monitoring is categorized into two types, based on different sources. The supervisory monitoring data comes from monitoring carried by environmental authorities, and is also the basis for penalties for excess emissions. The release rate of such data cannot be lower than 95 percent each quarter, according to Shanxi Department of Environmental Protection.
The other type of data is collected by an enterprise’s environmental monitoring and must be open to the public. The province’s top environmental authorities determined that the release rate should be no lower than 90 percent per quarter.
Moreover, the province will push the construction of auto-monitoring systems for pollution sources.
