1.China attaches great importance to foreign expertise introduction work

2.Great progress made in the legal system for foreign expertise introduction

Since 2012, the State Administration of Foreign Experts Affairs has participated in the formulation of the Law of the People's Republic of China on Exit and Entry Administration and the Regulations on the Administration of Entry and Exit of Foreigners. For the first time, the law includes introducing foreign talents as one of the legislative objectives. SAFEA also participated in the publication of Regulations on the Administration of Work of Foreigners in China and the formulation of the Regulations on Strengthening the Administration of Permanent Residence Services for Foreigners.

3. Optimize the policy environment and improve foreign talent service and management in China.

(1) Formulate and implement the Measures for the Implementation of the Foreign Talent Visa System, and continuously improve the foreign high-end talent service mechanism. On Jan 1, 2018, the State Administration of Foreign Experts Affairs, the Ministry of Foreign Affairs, and the Ministry of Public Security issued the Measures for the Implementation of the Foreign Talent Visa System, which further improved the efficiency of talent visa applications and exempted application fees. On March 1, 2018, the measures were implemented nationwide.

(2) Fully implement the work permit system for foreigners coming to China, and vigorously promote construction of a foreigner's work management service system in China. On April 1, 2017, the implementation of a unified work permit system for foreigners in China was fully implemented.

4.Actively participate in international affairs and cooperation, and make progress in foreign talent reward mechanisms and foreign affairs management mechanisms

The Chinese Government Friendship Award is the highest award established to honor foreign experts who make outstanding contributions to China's economic and social development and international exchanges. Since 1991, 1549 experts from 70 countries and regions have won the Chinese Government Friendship Award.

5.Innovative news, publicity an public opinion management

Since the launch of this work in 2012, the SAFEA has closely listened to the opinions and suggestions of foreign experts on key areas and major issues in economic and social development, and nearly 50 foreign experts' proposals have been submitted, covering fields of environmental protection, education, healthcare, and financial risks.

Since 2015, the State Council Research Office and the SAFEA have jointly held regular seminars for foreign experts to solicit suggestions on the drafting of the "Government Work Report".
