According to Zhang, the implementation of waste sorting needs official guidance. The government should establish an interrelated policy and system, including financial allocation and management measures. Sanitation infrastructure in the city should be improved as well.

Zhang suggested that promotion and education activities should be carried out to encourage public engagement in garbage sorting. Related information should be taught to children at school.

Zhang added that waste treatment terminal facilities should be improved to realize a complete coverage of classified domestic waste, as well as to boost the development of the rubbish reclamation industry.
